Partnerības ar ASV un Kanādu loma Latvijas drošības un aizsardzības stiprināšanā

Abstract

Bakalaura darba tēma ir “Partnerības ar ASV un Kanādu loma Latvijas drošības un aizsardzības stiprināšanā”. Darba aktualitāti noteic situācija, kur arvien spilgtāk izceļas spēka politikas dominance, konkurējot par lielvaras statusu pasaulē, apdraudot starptautisko drošību un stabilitāti. Minētie faktori rada nepieciešamību Latvijai stiprināt valsts drošības un aizsardzības spējas, veidojot atturēšanas politiku. Latvijai kā mazai valstij ir būtiska divpusējā militārā sadarbība ar ASV un Kanādu. Darbā tika izvirzīts mērķis izpētīt partnerības ar ASV un Kanādu lomu militārās sadarbības jomā Latvijas drošības un aizsardzības stiprināšanā no 2015. gada līdz 2021. gadam. Autore noteica vairākus darba uzdevumus, tostarp sniegt ieskatu par neoreālismu; skaidrot Latvijas drošības un aizsardzības stratēģiju un mērķus; sniegt ieskatu Latvijas attiecību ar ASV un Kanādu attīstībā; analizēt partnerību ar ASV un Kanādu Latvijas drošības un aizsardzības stiprināšanai; izvērtēt partnerības ar ASV un Kanādu lomu Latvijas drošības un aizsardzības stiprināšanā. Bakalaura darbā tiek pārbaudīta hipotēze, ka partnerībā ar ASV un Kanādu Latvija tiecas nodrošināt atturēšanu un aizsardzību, pamatojoties uz sabiedroto spēku pastāvīgu klātbūtni. Hipotēze tiek risināta izmantojot neoreālismu, kas ļauj pētīt starptautiskās sistēmas struktūras elementus, kas ietekmē valstu uzvedību (anarhiskā vide, valstu spējas un varas sadalījums starp valstīm), tostarp, mazu un vāju valstu uzvedību drošības un aizsardzības kontekstā. Bez tam, autore analizē partnerību ar ASV un Kanādu Latvijas drošības un aizsardzības stiprināšanā, analizē Latvijas valdības paveikto un iecerēto drošības un aizsardzības jomā, paveikto un iecerēto valsts ārpolitikā, kā arī intervē Ārlietu ministrijas un Aizsardzības ministrijas profesionāļus par partnerības ar ASV un Kanādu praktisko devumu Latvijas drošībai un aizsardzībai un Latvijas prioritātēm partnerībā ar ASV un Kanādu. Darba būtiskākie secinājumi, ka nenoteiktība par citu valstu nodomiem starptautiskās sistēmas anarhiskajā situācijā mudina lielvaras veidot konkurējošu, uzbrūkošu un pat ekspansionistisku politiku. Izdzīvošana ir dominējošais valstu mērķis, kas lielā mērā nosaka valstu uzvedību, tostarp bažas par savu drošību, pašpalīdzības spējas jeb spējas sevi aizstāvēt, kā arī maksimizēt varu. Latvija kā maza valsts nevar individuāli stāties pretī iespējamam ārējam militāram apdraudējumam, tādēļ kolektīvās aizsardzības principam kā Latvijas drošības un aizsardzības garantam ir neatsverama nozīme. Nozīme ir valsts spējām, politiskajai gribai un prasmes.

The topic of the bachelor work is "The Role of Partnership with the USA and Canada in Strengthening Latvia's Security and Defence". The topicality of the thesis is determined by the situation, where the dominance of power politics is becoming more and more prominent, competing for the status of a world power, threatening international security and stability. Such factors make it necessary for Latvia to strengthen its national security and defence capabilities through a policy of deterrence. As a small country, bilateral military cooperation with the USA and Canada is essential for Latvia. The aim of this thesis was to examine the role of the partnership with the USA and Canada in the field of military cooperation in strengthening Latvia's security and defence from 2015 to 2021. The author set out a number of tasks for the work, including to provide an overview of neorealism; explain Latvia's security and defence strategy and objectives; provide insights into the development of Latvia's relations with the US and Canada; analyse the partnership with the US and Canada to strengthen Latvia's security and defence. The bachelor work will test the hypothesis that in partnership with the US and Canada Latvia seeks to ensure deterrence and defence based on the permanent presence of allied forces. The hypothesis is addressed through neorealism, which allows the study of elements of the international system structure that influence state behaviour (anarchic environment, state capabilities and power distribution between states), including the behaviour of small and weak states in the context of security and defence. In addition, the author analyses what the Latvian government has done and plans to do in the field of security and defence, what it has done and plans to do in the country's foreign policy, and interviews professionals from the Ministry of Foreign Affairs and the Ministry of Defence on the practical contribution of the partnership with the US and Canada to Latvia's security and defence and Latvia's priorities in the partnership with the US and Canada. The main conclusions of the work are that uncertainty about the intentions of other countries in the anarchic situation of the international system encourages major powers to pursue competitive, offensive and even expansionist policies. Survival is the dominant goal of states, which largely determines their behaviour, including their security concerns, their capacity for self-help or self-defence, and their power maximisation. Latvia, as a small state, cannot individually confront a possible external military threat, therefore the principle of collective defence as a guarantor of Latvia's security and defence is of indispensable importance. The country's capabilities, political will and skills matter.
