Ēnu ekonomikas samazināšana un tās ietekme uz uzņēmējdarbību Latvijā salīdzinošajā kontekstā ar Igauniju

Abstract

Bakalaura darbs ir veltīts ēnu ekonomikas samazināšanas iespēju analīzei un tās ietekmei uz uzņēmējdarbības vidi. Ēnu ekonomika ir jau daudzus gadus viens no izplatītākajiem pētnieciskajiem un ekonomiskajiem jautājumiem, jo šī parādība pastāv katrā pasaules valstī, taču dažādos līmeņos. Tā kā ēnu ekonomikas parādības ietekme ir negatīva uz valsts veselīgo attīstību un funkcionalitāti, katras valsts mērķis ir maksimāli samazināt ēnu ekonomikas parādības indeksu ar mērķi veicināt veselīgas uzņēmējdarbības attīstības vidi valstī, kā arī kopējas valsts attīstību. Šī iemesla dēļ eksistē šī pētnieciskā darba aktualitātē, kura ietvaros tiks veikts salīdzinājums ar Latvijas un Igaunijas ēnu ekonomikas samazināšanas pasākumiem un tās ietekmi uz uzņēmējdarbības vidi, kā arī izvērtētas nepilnības ēnu ekonomikas apkarošanas plānā Latvijā un izvirzīti attiecīgi ieteikumi. Darbā tika izmantotas sekojošas metodes: monogrāfiskā jeb aprakstošā metode, salīdzinošā jeb sintezēs metode, sekundāro datu analīzes metode, grafiskā metode un kvalitatīvā pētījuma metode. Pirmajā daļā tiek atspoguļots teorētiskais materiāls attiecīgi ēnu ekonomikas parādības būtībai, savukārt, otrajā nodaļā tiek veikta ēnu ekonomikas indeksa un dinamikas analīze salīdzinājumā starp Latviju un Igauniju. Taču trešajā nodaļā tiek veikts kvalitatīvais pētījums un norādīti veiktā pētījuma dati, kur tika intervēti eksperti un veikts salīdzinājums ēnu ekonomikas mazināšanas pasākumiem starp Latviju un Igauniju. Šīs pētnieciskās daļas izstrādes laikā tika izvirzīti priekšlikumi ēnu ekonomikas samazināšanai Latvijā, balstoties tieši uz salīdzinājumu ar Igaunijas valsts ēnu ekonomikas samazināšanas politiku un ekspertu intervēšanu attiecīgi ēnu apkarošanas plāna plaisām. Kopumā darbs ir sastādīts 62 lappuses, kur tika izmantoti 47 literatūras un informācijas avoti un sastāv no trīs daļām. Darbā ir arī iekļauti četri grafiki un divas tabulas, kurās atspoguļojas pētnieciskā darba nepieciešamā informācija.

The bachelor's thesis is devoted to the analysis of the possibilities of reducing the shadow economy and its impact on the business environment. The shadow economy has been one of the most widespread research and economic issues for many years, as it occurs in every country in the world, but at different levels. As the impact of the shadow economy phenomenon is negative on the healthy development and functionality of the country, each country aims to minimize the shadow economy phenomenon index to promote a healthy business development environment in the country, as well as the development of a common country. For this reason, it exists in the topicality of this research work, within which a comparison will be made with the measures to reduce the shadow economy in Latvia and Estonia and its impact on the business environment, as well as were assessed weaknesses in the plan of combating the shadow economy in Latvia and were made appropriate recommendations. The following methods were used in the work: monographic or descriptive method, comparative or synthesis method, secondary data analysis method, graphical method, and qualitative research method. The first part presents the theoretical material according to the nature of the shadow economy phenomenon, while the second chapter analyzes the shadow economy index and dynamics in comparison between Latvia and Estonia. However, in the third chapter was carried out a qualitative study and presents the data of the study, where experts were interviewed, and a comparison was made between measures to reduce the shadow economy between Latvia and Estonia. During the development of this research part, proposals were made to reduce the shadow economy in Latvia, based directly on a comparison with the Estonian national shadow economy reduction policy and the interviewing of experts on the gaps in the shadow control plan. In total, the work consists of 62 pages, and there are using 47 literature and information sources, and consists of three parts. The paper also includes four graphs and two tables, which reflect the necessary information for the research work.
