Iekļaujošās izglītības tiesiskais regulējums un praktiskie aspekti

Abstract

Bakalaura darbs “Iekļaujošās izglītības tiesiskais regulējums un praktiskie aspekti” ir pētnieciskais darbs, kurā analizēti jautājumi, kas skar bērnu ar nestandarta vai īpašām vajadzībām tiesību uz izglītību nodrošinājumu Latvijā. Bakalaura darba gaitā tiek izpētīts tiesiskais regulējums un praktiskie aspekti iekļaujošās izglītības jomā. Bakalaura darba mērķis ir, izpētot ar iekļaujošās izglītības procesiem saistīto terminu juridisko dabu un izzinot tiesiskā regulējuma nepilnības, izstrādāt ieteikumus iekļaujošās izglītības tiesiskā regulējuma pilnveidei iekļaujošās izglītības definējuma, pedagogu kompetences un bērnu izvērtēšanas un ar to saistīto kritēriju jautājumos. Bakalaura darbu veido ievads, trīs nodaļas, kas ir sadalītas apakšnodaļās, un nobeigums, kurā ietilpst secinājumi un priekšlikumi, kā arī izmantoto avotu un bibliogrāfijas saraksts. Bakalaura darbā tiek analizēts iekļaujošās izglītības starptautiskais un nacionālais tiesiskais regulējums un praktiskā īstenošana, atklājot tiesu prakses un judikatūras atziņas, kaimiņvalstu, proti, Igaunijas un Lietuvas, pieredzi, kā arī praktiskos iekļaujošās izglītības aspektus, problemātiku un aktualitātes Latvijā. Bakalaura darbā ir identificēti iekļaujošās izglītības ieguvumi un izaicinājumi, kā arī problēmjautājumi, kas izriet no tiesību subjektu tiesiskajām attiecībām iekļaujošās izglītības jomā, nodrošinot vispārējo izglītību. Ir izstrādāti priekšlikumi iespējamām normatīvā regulējuma izmaiņām attiecībā uz iekļaujošās izglītības definējumu, pedagogu kompetenci un bērnu izvērtēšanu un ar to saistīto kritēriju jautājumiem.

The bachelor’s thesis “Legislation and practical aspects of inclusive education” is a research paper that analyses the problems concerning the children’s rights with nonstandart or special needs to guarantee their education in Latvia. During the course of the theses the legislation and practical aspects of inclusive education have been researched. The aim of the bachelor’s theses is to draft recommendations how to develop the judicial regulation of inclusive education in the issues of inclusive education definition, teachers’ competence and criteria of children’s evaluation based on the research of inclusive education processes, their judicial nature and the incompleteness of judicial regulation. The theses consists of the introduction, three chapters divided into subdivisions and the conclusion including recommendations, as well as the list of sources and bibliography. The bachelor’s theses analyses the international and national judicial regulation of inclusive education and its practical implementation, revealing the conclusions of legal procedure and jurisdiction, the experience of neighbouring countries Estonia and Lithuania, as well as the practical aspects, problems and current events of inclusive education in Latvia. The bachelor’s theses identifies the advantages, challenges and problems of inclusive education that follows from legal subjects’ judicial rights in inclusive education, providing general education. The recommendations have been developed of possible adjustments in normative regulation concerning the issues of inclusive education definition, teachers’ competence and criteria of children’s evaluation.
