ASV un Krievijas iesaiste Sīrijas konfliktā: drošības dilemmas attīstību ietekmējošie faktori

Abstract

Bakalaura darba tēma ir “ASV un Krievijas mijiedarbība Sīrijas konfliktā: drošības dilemmas attīstību ietekmējošie faktori’’. Darbā tiek analizēts tas, kādi apstākļi un notikumi ietekmē drošības dilemmas attīstību Sīrijas konflikta ietvaros starp ASV un Krieviju. Šī tēma ir aktuāla, jo Sīrijas konflikts ir vēljoprojām notiekošs un aktīvs, turklāt tajā ir iesaistītas vairākas valstis, kas norāda tās starptautisko nozīmīgumu. Ņemot vērā, ka līdz šim nav veikti pētījumi, kuros abu lielvalstu attiecības tiktu analizētas no drošības dilemmas aspekta, atklājas tēmas aktualitāte un veiktā pētījuma unikalitāte. Izvelētais laika posms ir no 2015. līdz 2021. gadam, jo kopš tā laika Krievija veic tiešo militāro intervenci Sīrijā, Asada režīma atbalstam. Pētījums tika veikts, izmantojot kvalitatīvā pētījuma metodi – tekstu analīzi. Analizējot ASV un Krievijas ārlietu un aizsardzības ministriju un prezidentu mājaslapās pieejamo informāciju, kā arī vadošajos masu medijos un ekspertu vērtējumos esošo informāciju, tika iegūti materiāli par valstu rīcību un to amatpersonu paustajiem apgalvojumiem saistībā ar iesaisti Sīrijas konfliktā, kas palīdzēja sasniegt izvirzīto pētījuma mērķi. Darbs ir sadalīts trīs nodaļās, katrai no tām – divas apakšnodaļas. Pirmajā nodaļā tiek apskatīta drošības dilemmas teorija. Tās vēsturiskā attīstība un izpausmes reālajā dzīvē ir aprakstītas atsevišķās apakšnodaļās. Otrajā nodaļā ir rakstīts par ASV un Krievijas iesaisti Sīrijas konfliktā, to interesēm, mērķiem un tiek iezīmēti galvenie notikumi abu valstu starpā. Trešajā nodaļā ir veikta informācijas analīze par drošības dilemmas izpausmēm starp ASV un Krieviju iepriekšminētā kara ietvaros. Apakšnodaļās tiek nošķirts laika posms no 2015. līdz 2017. gadam un no 2018. līdz 2021. gadam, kuros tiek pētīts, kā ir attīstījusies drošības dilemma. Pēc pētījuma veikšanas tika secināts, ka Sīrijas konflikta ietvaros izteikti novērojams drošības dilemmas spirālveida modelis – viens notikums noved pie nākamā, katrai situācijai seko atbildes reakcija, kas veido nemitīgus konkurences un spriedzes apstākļus. Nozīmīga loma ir arī tam, kādi ir katras puses sabiedrotie, to savstarpējās attiecības un ieguldījums konflikta norisē. Noskaidrots, ka drošības dilemmas attīstību lielā mērā ietekmējušas arī vēsturiski radušās nesaskaņas ASV un Krievijas starpā, kā arī jau izsenis valdošās konkurējošās attiecības. Tika secināts, ka, lai arī abas valsts ir iesaistījušās karā, publiski paužot nostāju, ka vēlas palielināt drošību konflikta skartajā reģionā, tomēr ir novērojams, ka valstu rīcība ir novedusi pie drošības līmeņa samazināšanās.

The title of the bachelor’s thesis is ’’U.S. - Russia involvement in Syrian conflict: factors affecting the development of the security dilemma’’. The research analyzes the circumstances and events influencing the development of the security dilemma in the framework of the Syrian conflict between the United States and Russia. This issue is relevant because the Syrian conflict is still ongoing and active, and it involves several countries, which indicates its international significance. No research has been carried out so far, in which the relations between the two great powers would be analyzed from the aspect of the security dilemma, that proves the uniqueness of the research. The chosen period is from 2015 to 2021, since then, Russia has been conducting direct military intervention in Syria, supporting the Assad regime. The thesis was performed using the method of qualitative research - text analysis. The stated objective was achieved by analyzing the information available on the homepages of the President, the Ministries of Defense and Foreign Affairs, as well as by studying information in the media and expert assessments. The research is divided into three chapters, two sub-chapters for each. The first chapter discusses the theory of the security dilemma - its historical development and manifestations in real life are described in separate subsections. The second chapter describes the involvement of the U.S. and Russia in the Syrian conflict, their interests, their goals, and highlights major events between these two countries. The third chapter conducts an analysis of information on the manifestations of the security dilemma between both countries in the framework of the war. The sub-sections distinguish between 2015 and 2017 and between 2018 and 2021, which examine how the security dilemma has evolved. It was concluded that a spiral model of the security dilemma is clearly observed in the Syrian conflict - one event leads to the next, each situation is followed by a response, which creates constant conditions of competition and tension. It has been established that the development of the security dilemma has been largely influenced by the historical disagreements between the U.S. and Russia, as well as the long-standing competitive relations. It was concluded that, although both countries have engaged in war, publicly expressing their desire to increase security in the conflict-affected region, it has been observed that national action has led to a decline in security levels.
