Pašvaldību vadītāju nostāju pret administratīvi teritoriālās reformas ietekmējošie faktori – Tukuma novada piemērs

Abstract

Bakalaura darba ,,Pašvaldību vadītāju nostāju pret administratīvi teritoriālo reformu ietekmējošie faktori – Tukuma novada piemērs” mērķis ir noskaidrot Tukuma, Kandavas, Jaunpils un Engures novadu pašvaldību vadītāju nostāju administratīvi teritoriālās reformas jautājumā, kā arī ietekmējošos faktorus, kas novadu domes priekšsēdētājiem liek ieņemt noteiktu pozīciju. Darba hipotēze ir :,, Pašvaldības vadītāju nostāja (par vai pret reformu) ir atkarīga no tā, cik būtiski reforma ietekmēs konkrētās pašvaldības līdzšinējo darbības modeli.” Bakalaura darba pirmajā daļā tiek apkopots teorētiskais materiāls par publiskās pārvaldes un birokrātijas jēdziena raksturojumu, ko papildina jaunās publiskās pārvaldes teorija un Maksa Vēbera klasiskā birokrātijas teorija, kā arī publiskās pārvaldes reformu teorētiskās pieejas, kas sniedz ieskatu par kvalitatīvas reformas ieviešanas pamatprincipiem. Otrajā darba daļā tiek veikta administratīvi teritoriālās reformas dokumentu satura analīze, kas kopumā ļauj izprast vides aizsardzības un reģionālās attīstības ministrijas nolūkus reformas ieviešanas aspektos, kā arī tiek analizētas Tukuma, Kandavas, Jaunpils un Engures novadu ekonomiskie, sociālie un teritoriālie aspekti, pirms šo novadu apvienošanās. Darba trešajā daļā tiek veiktas sniegtajā intervijā apkopoto atbilžu analīze no Tukuma, Kandavas, Jaunpils un Engures novadu domes priekšsēdētājiem, par administratīvi teritoriālās reformas ieviešanu un ietekmi uz konkrēto novadu. Darba noslēgumā tiek veikti secinājumi par novadu priekšsēdētāju nostāju administratīvi teritoriālās reformas jautājumā un konkrētiem aspektiem, kas ietekmē novadu vadītāju pozīciju šajā jautājumā. Pamatojoties uz novada domes vadītāju sniegtajām intervijām un darba teorētisko nodaļu, var secināt novada vadītāju viedokli, nostāju, kā arī atbilstību labas pārvaldības principiem. Pamatojoties uz šiem aspektiem, Tukuma novada un tā pievienojamo novadu kopējā situācija tiks apkopota un paskaidros kopējo jaunizveidojamajā novada reģionos pastāvošās nostājas nianses.

Administrative territorial reform in Latvia is one of the most important internal political events of recent years. Shortly before the 2018 parliamentary elections, administratively territorial reform was one of the loudest slogans preached by Juris Puce, which after 13. For the parliamentary elections, the Minister and the main driver of the reform in the Ministry of Environmental Protection and Regional Development became Minister. Since the beginning of this reform, 3 years have passed and the reform is gradually being introduced in Latvia's municipalities. The administratively territorial reform led to resistance from residents of different municipalities and the management of municipal councils. Protests and turning of the county leadership to the Constitutional Court expressed dissatisfaction with the reform, in various regions of Latvia. The reasons for the court and the protests are the public's reaction to the loss of independence of the existing municipality or its addition to the county, with which neither the public nor the management of the City Council associate their future. The reasons for such resistance are different, but not in all of Latvia's regions, the reform has great resistance on the part of society or the management of the City Council. One of these Latvian municipalities is Tuma municipality, to which 3 other municipalities will be added, following an administrative-territorial reform plan, whose resistance to the reform is more remarkable than it might initially seem. The aim of the Bachelor's “Municipal leaders' position against the administratively territorial reform” is to clarify the position of the leaders of the municipalities of Tukums, Kandava, Jaunpils and Engure on the issue of administrative territorial reform, as well as the factors that force the presidents of the county council to take a certain position. The job hypothesis is: “The position of the leaders of the municipality (on or against the reform) depends on the importance of the reform of the current working model of the municipality in question.” The first part of the bachelor's work summarises the theoretical material on the characterization of the concept of public administration and bureaucracy, accompanied by the theory of the new public administration and the classical bureaucracy theory of Max Weber, as well as the theoretical approaches to public administration reforms, which provide insight into the basic principles for the implementation of qualitative reform. In the second part of the work, an analysis of the content of the administrative territorial reform documents is carried out, which generally allows for an understanding of the intentions of the Ministry of Environmental Protection and Regional Development in the implementation aspects of the reform, as well as analysis of the economic, social and territorial aspects of the municipalities of Tukums, Kandava, Jaunpils and Engure before the merger.
