Noziedzīgi iegūtu līdzekļu legalizācijas un terorisma un proliferācijas finansēšanas novēršanas likuma izpildes process grāmatvedības ārpakalpojumu jomā

Abstract

Bakalaura darba mērķis ir izpētīt noziedzīgi iegūtu līdzekļu legalizācijas un proliferācijas likuma izpildes gaitu un aktualitāti, izstrādāt likuma izpildes metodiku grāmatvedības ārpakalpojumu uzņēmumos un analizēt galveno problemātiku likuma izpildes procesā. Bakalaura darbā tika raksturoti noziedzīgi iegūti līdzekļi, starptautiskās uzraudzības iestādes, kas kontrolē noziedzīgi iegūtu līdzekļu legalizēšanu un Latvijas uzraugošo iestāžu likuma izpildes kārtība. Bakalaura darba praktiskajā daļā tika izstrādāta noziedzīgi iegūtu līdzekļu legalizācijas un proliferācijas likuma izpildes metodika ārpakalpojumu grāmatvedības uzņēmumam, analizēta VID pārbaudes specifika, aptaujāti 36 ārpakalpojumu grāmatvedības uzņēmumi, intervēts grāmatvedības ārpakalpojumu uzņēmums un izpētīts grāmatvedības uzņēmuma dokumentu uzskaites sistēma. Bakalaura darbs sastāv no 3 nodaļām un kopējais darba apjoms ir 57 lappuses. Bakalaura darbā tika izmantoti 24 attēli, izveidotas divas tabulas un pievienoti 6 pielikumi. Pirmajā darba nodaļā tiek skaidrots noziedzīgi iegūtu līdzekļu legalizācijas un proliferācijas teorētiskais pamatojums. Otrajā nodaļā tiek skaidrots NILLTPFN likuma process un tā saistība ar ārpakalpojumu grāmatvedību. Trešajā nodaļā tika aptaujāti ārpakalpojumu grāmatvedības uzņēmumi, izveidota un aprakstīta likuma izpildes metodika un analizēta VID likuma pārbaudes specifika. Bakalaura galvenie pētījuma rezultāti tika sasniegti, izstrādājot metodiku grāmatvedības ārpakalpojumu uzņēmumiem. Bakalaura darba galvenie atslēgas vārdi: Ārpakalpojumu grāmatvedība, NILLTPFNL, noziedzīgi iegūtu līdzekļu legalizācijas novēršana, NILLTPFN likuma metodika.

The aim of the bachelor's thesis was to study the practical application and issues of the law “On enforcement of money laundering and proliferation”, to develop methodology for applying the law in accounting outsourcing companies as well as to analyze the main issues in the process. The bachelor's thesis describes the concepts such as proceeds of criminal activity, outlines the international framework to fight money laundering activities and what methods are used for enforcing the Latvian law in this field. In the practical part of the bachelor's thesis, a methodology to enforce the relevant legislation for a outsourced accounting company was developed, the specifics of the SRS audits were analyzed, 36 outsourced accounting companies were interviewed, an accounting outsourcing company was interviewed and the accounting company's document accounting system was studied. The bachelor's thesis consists of 3 chapters and the total volume of the thesis is 57 pages. 24 figures were used in the bachelor's thesis, two tables were created and 6 appendices were added. The first chapter explains the theoretical basis of money laundering and proliferation. The second chapter explains the NILLTPFN legal process and its relevance in the context of outsourced accounting services. In the third chapter, outsourced accounting companies were surveyed, the law enforcement methodology was developed and described, and the specifics of the SRS law review were analyzed. The main results of the bachelor's research were achieved by developing a methodology for an accounting outsourcing company.
