Abstract: Bakalaura darbs - mazo un vidējo uzņēmumu atbalsta politika un tās pilnveidošanas iespējas Latvijā, salīdzinošais konteksts ar Īriju un Zviedriju ir ticis izstrādāts, lai izvērtētu kā Latvijā esošie finansiālie atbalsti un to struktūra ietekmē uzņēmējdarbības vidi salīdzinājumā ar citu valstu praksi. Darbā ir tikusi veikta teorijas izpēte, dažāda tipa analīze, kā arī izstrādāts uzņēmuma modelis, uz kura ir balstīta pētāmā jautājuma atbilde. Mazie un vidējie uzņēmumi (MVU) veido aptuveni 90% uzņēmumu visā pasaulē, kas ir būtisks skaits uzņēmumu. Salīdzinājums tiks veikts ar divām atšķirīgākām valstīm – Īriju un Zviedriju. Pamatojoties uz to, ka Īrija bija uzskatāma par vienīgo valsti 2020.gadā, kurai IKP palielinājās par 3% un Zviedrija, jo tajā ir plaši izplatīta demokrātija un vārda brīvība, kā arī tai ir zems valsts parāds. Salīdzinot tik dažādas valstis, gan izmēra ziņā, gan ekonomikas, Latvijai ir iespēja iegūt dažādākus skata punktus un iespējams pat mācīties no tiem. Galvenais MVU šķērslis ir finansējuma iegūšana un balstoties uz to autore veido savu bakalaura darbu, lai redzētu kā atbalsti ietekmē uzņēmējus. Attiecīgi autore ir izstrādājusi mērķi, balstoties uz teorētiskajām atziņām par MVU atbalsta politiku, tajā esošajiem atbalstiem un empīrisko datu analīzi, izstrādāt tās pilnveidošanas iespējas, lai samazinātu MVU likvidāciju un palielinātu MVU reģistrēšanu. Lai pilnvērtīgi izpētītu darbā izvirzīto tēmu tika pielietotas dažādas pētījuma metodes. Sākot no monogrāfiskās metodes, turpinot ar kvalitatīvo pētījuma metodi jeb interviju un loģiski konstruktīvo analīzes metodi. Beidzot ar statistiskās datu apstrādes metodi un salīdzinošo analīzes metodi. Darba izstrādes gaitā autore ieguva vairākus ieguvumus. Intervijās iegūtā informācija un situācija nozarē radīja iespaidu par reālajiem MVU apstākļiem valstī. Pētot valstīs pieejamos atbalstus Covid-19 laikā uz tajās esošo mazo un vidējo uzņēmumu skaita, tika iegūts, ka atbalstu daudzumi proporcionāli atšķiras. Darba gaitā tika izstrādāti priekšlikumi. Tie ir: 1. Turpināt sniegt atbalstus, kamēr uzņēmums spēj strādāt un gūt ienākumus vismaz 70% apmērā, salīdzinājumā ar 2019.gada datiem, lai varētu segt savas ikmēneša izmaksas un radušos parādus. (Šis priekšlikums ir domāts – Ekonomikas ministrijai) 2. Konsultēties un izzināt citu valstu pieredzi finansiālo atbalstu, kritēriju jomā, un attiecīgi pielāgot to mūsu valsts situācijai. (Šis priekšlikums domāts – Ministru kabinetam) 3. Vairāk iedziļināties un komunicēt individuāli ar uzņēmējiem, lai izprastu labāk situāciju kādā tie šobrīd atrodas. Bachelor's thesis - support policy for small and medium-sized enterprises and opportunities for its improvement in Latvia, comparative context with Ireland and Sweden, has been developed to assess how financial support in Latvia and its structure affect the business environment compared to other countries. The theory has been researched in the work, various types of analysis have been made and a business model has been developed on which the answer to the research question is based. Small and medium enterprises (SMEs) make up about 90% of companies worldwide, which is a significant number of companies. The comparison will be made with two different countries, Ireland, and Sweden. Since Ireland was the only country to increase GDP by 3% in 2020, and Sweden because of its widespread democracy and freedom of expression, as well as its low public debt. Comparing these two different countries, both in terms of size and economy, Latvia has the opportunity to get different points of view and it is even possible to learn from them. The main obstacle for SMEs is obtaining funding, and based on this, the author creates her bachelor's thesis to see how the aid affects entrepreneurs. Accordingly, the author has developed the main goal, based on theoretical findings on SME support policy, existing support, and analysis of empirical data, develop improvement opportunities to reduce SME liquidation and increase SME registration. To fully explore the topic of the work, various research methods were used. Starting from the monographic method, continuing with the qualitative research method (interview) and the logically constructive analysis method. Lastly finishing with the method of statistical data processing and the method of comparative analysis. During the development of the work, the author gained several benefits. The information obtained in the interviews and the situation in the sector gave an impression of the real conditions of SMEs in the country. Examining the support available in the countries during Covid-19 on the number of small and medium-sized enterprises in them, it was found that the amounts of support differ proportionally. In the course of the work, proposals were developed. The main ones are: 1. Remain to provide support as long as the company is able to work and earn at least 70% of income compared to 2019, to cover its monthly costs and debts acquired. (This proposal is addressed to the Ministry of Economy) 2. Consult and learn about the experience of other countries in the field of financial support, criteria, and adapt it to the situation in Latvia accordingly. (This proposal is addressed to the Cabinet of Ministers) 3. More communicate individually with entrepreneurs to better understand the current situation.
