Sociālo pakalpojumu kvalitātes novērtēšana

Darbs ir izstrādāts Rīgas Stradiņa universitātes Sabiedrības veselības un sociālās labklājības fakultātes Labklājības un sociālā darba katedrā, Bakalaura studiju programmas “Sociālais darbs”. Darba tēma ir veltīta sociālo/sociālās aprūpes pakalpojumu kvalitātes novērtēšanas problēmai. Pētāmā problēma: Latvijā šobrīd notiek ievērojamas pārmaiņas saistībā ar Administratīvi teritoriālo reformu (turpmāk ATR). ATR rezultātā paplašināsies līdzšinējo novadu teritoriālās robežas un pieaugs iedzīvotāju skaits novados. Reizē ar to mainīsies arī situācija sociālo (sociālās aprūpes) pakalpojumu un sociālās palīdzības nodrošināšanā. Daudzu pašreizējo sociālo dienestu vadītāji un darbinieki domā par to: Vai pēc ATR būs iespējams nodrošināt kvalitatīvus sociālos/sociālās aprūpes pakalpojumus novadā? Problēma tiek pētīta Tukuma, Kandavas, Jaunpils un Engures novados (potenciālajā Tukuma novadā pēc ATR). Informācija tika iegūta, veicot intervijas ar novadu vadītājām. Pētījuma jautājumi ir: 1. Kādi ir sociālās (sociālās aprūpes) pakalpojumu kvalitātes rādītāji? 2. Kāda ir paredzamā sociālās (sociālās aprūpes) pakalpojumu kvalitāte Tukuma novadā pēc ATR? 3. Vai esošās novadu kvalitātes novērtēšanas sistēmas ir pietiekami labas, lai tās ieviestu pēc ATR? 4. Vai novadiem ir nepieciešama jauna kvalitātes novērtēšanas sistēma? Bakalaura darbs sastāv no 2 daļām. Teorētiskajā daļā ir definēti sociālo pakalpojumu, sociālās aprūpes pakalpojumu un kvalitātes jēdzieni. Aprakstīta sociālo pakalpojumu kvalitātes novērtēšana un tās aspekti Latvijā. Noskaidrots un aprakstīts Avedis Donabedian modelis struktūra-process-rezultāts. Kā arī aprakstīts sociālo pakalpojumu kvalitātes novērtēšanas aspekti Anglijā, Zviedrijā un Vācijā. Teorijas daļas noslēgumā ir aprakstīti secinājumi. Otrā daļa ir pētījums, kurā ir raksturots Tukuma novads pēc Administratīvi teritoriālās reformas, aprakstīta pētījuma metodoloģija, pētījuma rezultāti un pētījuma daļas secinājumi. Literatūras sarakstā iekļauti avoti latviešu, angļu un krievu valodā. Darba apjoms ir 66 lapas, tostarp divi attēli un četras tabulas.

The work has been developed in the Department of Welfare and Social Work of Riga Stradins University, Bachelor's study programme "Social Work". The theme of the work is devoted to the problem of assessing the quality of social/social care services. Research problem: Latvia is currently undergoing significant changes in the context of administrative territorial reform (hereinafter ATR). The ATR will result in an increase in the territorial boundaries of existing counties and an increase in the population of the counties. This will change along the way the situation in the provision of social and social care services and social assistance will change. The heads and employees of many of the current social services think about this: Will it be possible to provide quality social/social care services in the region after the ATR? The problem is being investigated in Tukums, Kandava, Jaunpils and Engure counties (in the potential counties of Tukums according to ATR). The information was obtained through interviews with county leaders. The questions of the study are: 1. What are the quality indicators of social (social care) services? 2. What is the expected quality of social (social care) services in Tukums county after the ATR? 3. Are existing county quality assessment systems good enough to be implemented after the ATR? 4. Do counties need a new quality assessment system? Bachelor's work consists of 2 parts. The theorethical part defines the concepts of social services, social care services and quality. Describing the evaluation of the quality of social services and its aspects in Latvia. Cleared up and described Avedis Donabedian model structure-process-result. It also describes aspects of assessing the quality of social services in England, Sweden and Germany. At the end of the theory, the conclusions are described. The second part is a study describing Tukums municipality after administrative territorial reform, describing the methodology of the study, the results of the study and the conclusions of the study part. The reading list contains sources in Latvian, English and Russian. The work is 66 pages, including two images and four tables.
