Videonovērošanas tiesiskais regulējums un tā praktiskā pielietošana

Abstract

Bakalaura darba tēma ir saistīta par videonovērošanu, definējot tā jēdzienu, tā praktisko pielietojumu, kā arī apzināt tiesisko regulējumu. Ņemot vērā, ka videonovērošana ir teju neizbēgami saistīta ar personas datu apstrādi, tad bakalaura darbā tas tiek aplūkots tieši no šīs darbības prizmas. Darbā tiek aplūkoti starptautiskās tiesības normas un Latvijas normatīvais regulējums, un kādā veidā tas tieši vai netieši regulē videonovērošanu. Tāpat darbā tiek skatīti atsevišķi praktiskie elementi videonovērošanā ar ko saskaras mūsdienu sabiedrība, kā bezpilota gaisa kuģu – dronu izmantošana, sejas atpazīšanas tehnoloģijas (biometriskie dati) un aplūkots ar dažiem piemēriem no Latvijas pašvaldībām par videonovērošanas tehnikas ieviešanas efektivitāti un tendencēm. Bakalaura darbs sastāv no 50 lapaspusēm.

The topic of the bachelor's thesis is related to video surveillance, defining its concept, its practical application, as well as identifying the legal framework. Given that video surveillance is almost inevitably related to the processing of personal data, then in the bachelor's thesis it is considered directly from the prism of this activity. The paper deals with the norms of international law and the regulatory framework of Latvia, and how it directly or indirectly regulates video surveillance. The paper also looks at some practical elements of video surveillance that modern society faces, such as the use of drones, facial recognition technologies (biometric data) and discusses with some examples from Latvian municipalities on the effectiveness and trends in the introduction of video surveillance technology. The bachelor's thesis consists of 50 pages.
