Starptautiski tiesiskā kultūras vērtību aizsardzība bruņota konflikta gadījumā

Abstract

Bakalaura darba tēma ir “Starptautiski tiesiskā kultūras vērtību aizsardzība bruņota konflikta gadījumā”. Pētījuma mērķis ir starptautisko tiesību normu, kas regulē kultūras vērtību aizsardzību bruņota konflikta gadījumā, pastāvošās tiesiskās problemātikas apzināšana, sniegt priekšlikumus to risināšanai. Darba struktūra ir noteikta ar veiktā pētījuma loģiku, tā mērķiem un uzdevumiem. Bakalaura darbs sastāv no ievada, trīs nodaļām, nobeiguma, izmantoto avotu un literatūras saraksta, diviem pielikumiem. Darba apjoms ir 65 lappuses. Darba ievadā tiek pamatota pētāmās tēmas aktualitāte, tiek norādīts pētījuma mērķis, uzdevumi, pētījuma objekts un priekšmets, pētījuma jautājumi kā arī izmantotās zinātniskās metodes un metodoloģija. Darba pirmajā nodaļā tiek aplūkots kultūras vērtību aizsardzības bruņota konflikta gadījumā starptautisko tiesību institūta izveidošanās no vēsturiskā aspekta puses. Darba otrajā nodaļā tika raksturotas pastāvošās starptautiskās tiesību normas kultūras vērtību aizsardzības bruņota konflikta gadījumā. Darba trešajā nodaļā apskatīti starptautiski tiesiskie pasākumi kultūras vērtību aizsardzībai un kontroles problemātika. Darba nobeigumā izdarīti secinājumi, kas satur autora personiskās atziņas par doto tematu kopumā, izstrādāti vairāki priekšlikumi, lai uzlabotu kultūras vērtību aizsardzības starptautiski tiesisko regulējumu.

The topic of the bachelor's thesis is "International legal protection of cultural values in case of armed conflict". The aim of the research is to identify the existing legal problems of the norms of international law, which regulate the protection of cultural values in case of armed conflict, to provide proposals for their solution.The structure of the work is determined by the logic of the research, its goals and objectives. The bachelor's thesis consists of anintroduction, three chapters, a conclusion, a list of sources and references, two appendices. The volume of the work is 65 pages.The topicality of the research topic is substantiated in the introduction of the work, the aim of the research, tasks, research object and subject, research questions as well as the used scientific methods and methodology are indicated. The first chapter deals with the historical development of the Institute of International Law for the Protection of Cultural Property in the Event of Armed Conflict.The second chapter described the existing norms of international law for the protection of cultural property in case of armed conflict.The third chapter deals with international legal measures for the protection of cultural values and the issue of control.At the end of the work, conclusions are made, which contain the author's personal findings on the given topic in general, several proposals have been developed to improve the international legal framework for the protection of cultural values.
