Vecāku iesaistes novērtējums aprūpes tiesību atjaunošanā bērniem ārpus ģimenes aprūpes institūcijās

Abstract

Darba nosaukums ir “Vecāku iesaistes novērtējums aprūpes tiesību atjaunošanā bērniem ārpus ģimenes aprūpes institūcijās”. Šī darba mērķis ir izpētīt bērnu aizgādības tiesību atjaunošanas procesā iesaistīto institūciju vērtējumu par vecāku iesaisti bērnu aprūpes tiesību atjaunošanā un, pamatojoties uz pētījuma rezultātiem, piedāvāt diskusijai ieteikumus, kas varētu uzlabot aizgādības tiesību atjaunošanas procesā iesaistīto institūciju darba efektivitāti un uzlabot kopējo aizgādības tiesību atjaunošanas procesu, lai celtu atjaunoto aizgādības tiesību statistiku. Bakalaura darba uzdevumi ir : 1. Teorētiski raksturot bērna aprūpes tiesību pārtraukšanas un atjaunošanas procesu; 2. Noskaidrot bērnu aprūpes tiesību pārtraukšanas un atjaunošanas statistiku; 3. Teorētiski raksturot ārpusģimenes aprūpes institūciju uzdevumus un mērķus; 4. Teorētiski raksturot starpinstitūciju sadarbību bērnu aprūpes tiesību atjaunošanā vecākiem; 5. Aprakstīt sociālā darba teorijas darbā ar ģimenēm ar bērniem, ar vecākiem ar GRT un atkarību problēmām; 6. Teorētiski raksturot vardarbību veidus pret bērniem; 7. Kāds ir aizgādības tiesību atjaunošanas procesā iesaistīto institūciju novērtējums vecāku iesaistei savu problēmu risināšanā, lai atjaunotu bērnu aizgādības tiesības?; 8. Apkopot rezultātus un izdarīt secinājumus; 9. Sniegt ieteikumus. Bakalaura darbs sastāv no 3 daļām – teorētiskā daļa, pētnieciskā daļa un diskusiju daļa. Teorētiskajā daļā ir aprakstīta pieejamā statistika par pārtrauktajām un atjaunotajām aizgādības tiesībām 2022. gadā, likumā aprakstītais aizgādības tiesību pārtraukšanas un atjaunošanas process, kādas ir ārpusģimenes aprūpes formas Latvijā, vardarbības veidus pret bērniem, sociālā darba teorijas, kas ir izmantojamas darbā ar ģimenēm ar bērniem, kā arī starpinstitūciju sadarbību. Pētnieciskajā daļā tiek apkopotas un analizētas aptauju anketās iegūtās atbildes un tiek izdarīti secinājumi. Diskusiju daļā tiek sniegti ieteikumi, kā uzlabot aizgādības tiesību atjaunošanas procesā iesaistīto institūciju darba efektivitāti un aizgādības tiesību atjaunošanas procesu, veidojot jaunus pakalpojumus, lai celtu atjaunoto aizgādības tiesību statistiku.

The title of the thesis is “Assessment of Parental Involvement in the Restoration of Custody Rights for Children in Out-of-Home Care Institutions.” The aim of this work is to investigate the evaluation of parental involvement in the process of restoring custody rights by the institutions involved and, based on the research results, to offer recommendations for discussion that could improve the efficiency of the institutions involved in the custody restoration process and enhance the overall process to increase the statistics of restored custody rights. The tasks of the bachelor's thesis are: 1. To theoretically describe the process of terminating and restoring child custody rights; 2. To ascertain the statistics of the termination and restoration of child custody rights; 3. To theoretically describe the tasks and goals of out-of-home care institutions; 4. To theoretically describe inter-institutional cooperation in the restoration of child custody rights to parents; 5. To describe social work theories in working with families with children, parents with intellectual disabilities, and addiction problems; 6. To theoretically describe the types of violence against children; 7. To evaluate the institutions involved in the custody restoration process on parental involvement in solving their problems to restore child custody rights; 8. To compile the results and draw conclusions; 9. To provide recommendations. The bachelor's thesis consists of three parts: the theoretical part, the research part, and the discussion part. The theoretical part describes the available statistics on terminated and restored custody rights in 2022, the legal process of terminating and restoring custody rights, the forms of out-of-home care in Latvia, the types of violence against children, social work theories applicable in working with families with children, as well as inter-institutional cooperation. The research part compiles and analyzes the answers obtained from survey questionnaires and draws conclusions. The discussion part provides recommendations on how to improve the efficiency of the institutions involved in the custody restoration process and the overall process of restoring custody rights by developing new services to increase the statistics of restored custody rights.
