Iedzīvotāju iesaiste pilsētplānošanas politikas izstrādes un ieviešanas procesā Tallinā un Rīgā (salīdzinošā analīze)

Abstract

Bakalaura darbā “Iedzīvotāju iesaiste pilsētplānošanas politikas izstrādes un ieviešanas procesā Tallinā un Rīgā (salīdzinošā analīze) ” tiek analizēti pilsētplānošanas projekti Rīgā un Tallinā laika posmā no 2018. līdz 2022. gadam. Darbā tiek analizēts lēmumu pieņemšanas process un veids, kā pašvaldība nodrošinājusi iedzīvotāju iesaisti projektu tapšanā un realizācijā. Iedzīvotāju līdzdalības koncepts kļuvis arvien aktuālāks gan iedzīvotāju, gan arī politikas veidotāju vidū un pašvaldība šajā jautājumā kalpo par galveno saskares punktu starp iedzīvotāju un politikas veidotājiem. Spēcīga līdzdalības kultūra ne tikai nodrošina kvalitatīvāku lēmumu pieņemšanu un precīzāku atgriezenisko saiti, bet arī procesu pārredzamību un atbildības uzņemšanos par saviem lēmumiem politiķu vidū. Pilsētplānošanas procesi vairumā gadījumu skar vairumu no pilsētas iedzīvotajiem, tādēļ arī būtiski, ka procesos, kur galvenais lietotājs ir pats iedzīvotājs tiem ir arī iespējas paust viedokli un ieteikumus savas ikdienas veidošanā. Šajā darbā teorijas nodaļā apkopoti tādu starptautisko organizāciju kā Eiropas Padome un Apvienoto Nāciju Organizācijas definētie labas pārvaldības principi, kā arī Eiropas Ģeozinātņu Savienības izstrādātie politikas cikla posmi. Tāpat nodaļā skaidrots labas pārvaldības jēdziens un tā nozīmē, kā arī lēmumu pieņemšanas cikls un iedzīvotāju iesaistes nozīme tā posmos. Pētījuma konteksta nodaļā aprakstīti pilsētplānošanas politikas koncepti Rīgas un Tallinas pašvaldības kā arī skaidroti līdzdalības mehānismi katrā no pašvaldībām. Pētījuma laikā iegūtā informācija liecina, ka īstenojot Tērbatas ielas kā gājēju ielas projektu Rīgas pašvaldība nav ievērojusi labas pārvaldības principus gan no projekta koordinācijas, īstenošanas un caurskatāmības puses, gan no iedzīvotāju iesaistes viedokļa. Projekts ticis virzīts uz priekšu strauji, notiekot maz konsultācijām ar dažādām pusēm, kā arī ticis pārraudzīts sadrumstaloti, padarot grūtāku informācijas pieejamību un notikumu izsekošanas iespēju. Savukārt Tallinas pašvaldības īstenotais projekts kalpo par piemēru labas pārvaldības īstenošanai un iedzīvotāju iesaistes nodrošināšanai visos politikas cikla posmos. Pašvaldība aktīvi izmanto dažādas inovatīvs pieejas, lai sasniegtu iedzīvotājus, tos informētu un gūtu kvalitatīvu atgriezenisko saiti. Tāpat pašvaldības veiksmīgas iedzīvotāju iesaistes aspekts ir digitālo rīku plaša izmantošana saziņā ar iedzīvotājiem.

The bachelor's thesis "Involvement of residents in the process of development and implementation of urban planning policy in Tallinn and Riga (comparative analysis)" analyses urban planning projects in Riga and Tallinn in the period from 2018 to 2022. The paper analyses the decision-making process and the way in which the municipality ensured the involvement of citizens in the creation and implementation of projects. The concept of citizens' participation has become more and more relevant both among citizens and policy makers, and the local government serves as the main point of contact between citizens and policy makers in this matter. A strong participatory culture not only ensures better decision-making and more accurate feedback, but also transparency of processes and taking responsibility for their decisions among politicians. Urban planning processes in most cases affect the majority of the city's inhabitants, therefore it is also important that in the processes where the main user is the resident himself, they also have the opportunity to express their opinion and suggestions in shaping their daily lives. In this work, the theory section summarizes the principles of good governance defined by international organizations such as the Council of Europe and the United Nations, as well as the stages of the policy cycle developed by the European Geosciences Union. Also, the chapter explains the concept of good governance and its meaning, as well as the decision-making cycle and the importance of citizens' involvement in its stages. The research context chapter describes the urban planning policy concepts of Riga and Tallinn municipalities, as well as explains the mechanisms of participation in each of the municipalities. The information obtained during the research shows that when implementing the project of Tērbatas Street as a pedestrian street, the Riga municipality did not follow the principles of good management, both from the point of view of coordination, implementation and transparency of the project, and from the point of view of citizens' involvement. The project has been moved forward rapidly, with little consultation with various parties, and has also been overseen in a fragmented manner, making it more difficult to access information and track events. On the other hand, the project implemented by the Tallinn municipality serves as an example of implementing good governance and ensuring citizens' involvement in all stages of the policy cycle. The municipality actively uses various innovative approaches to reach residents, inform them and get quality feedback. Also, an aspect of the municipality's successful involvement of citizens is the extensive use of digital tools in communication with citizens.
