Starptautiska sporta pasākuma organizēšanas nozīme Latvijas ārpolitikā: Pasaules čempionāta hokejā (2023) gadījums

Abstract

ANOTĀCIJA Bakalaura darba tēma ir: “Starptautiska sporta pasākuma organizēšanas nozīme Latvijas ārpolitikā: Pasaules čempionāts hokejā (2023) gadījums”. Valstij pozitīva tēla veidošana ir būtiska, lai iegūtu gan iekšpolitiskus, gan ārpolitiskus ieguvumus. Tādēļ starptautiskajās attiecībās publiskā tēla stiprināšana ir nozīmīga valsts interešu īstenošanai. Publiskā diplomātija, izmantojot kultūras un sporta pasākumus, ir viens no efektīvākajiem līdzekļiem pozitīva valsts tēla veidošanā. Valstī organizēti liela mēroga starptautiski pasākumi dod iespēju mērķtiecīgi īstenot valsts maigo varu un publisko diplomātiju. Darba ietvaros tiek analizēts vai Latvija, organizējot 2023. gada Pasaules čempionātu hokejā, cenšas veicināt savu starptautisko atpazīstamību un vērtību izplatīšanu. Darbā izvirzītā hipotēze: Valsts lēmums organizēt Pasaules čempionātu hokejā (2023) ir primāri nozares ieinteresēto pušu ietekmēts, nevis valsts institūciju mērķtiecīgi pielietots tēla veidošanas instruments. Lai pārbaudītu šo hipotēzi, darba gaitā tiek analizēti valsts pārvaldes dokumenti, tiesiskie regulējumi un valdības paziņojumi par pasākuma atbalstu un realizāciju, kā arī izmantota kvalitatīvā pētījuma metode un dokumentu satura analīze. Pirmā nodaļa: Publiskās diplomātijas teorija un maigās varas koncepts: apraksta iespējas, kā izmantot šos rīkus valsts tēla veidošanai. Otrā nodaļa : Sporta diplomātijas un lielu starptautisku sporta pasākumu nozīme: aplūko sporta diplomātijas pamatprincipus un to lomu Latvijas publiskajā diplomātijā, kā arī valsts tēla veidošanas stratēģiju “missionLatvia”. Trešā nodaļa: Latvijas tiesiskie regulējumi un gadījuma analīze: apskata finanšu piešķiršanas regulējumus starptautiskiem sporta pasākumiem un analizē 2023. gada Pasaules čempionāta hokejā organizēšanu un valsts iesaisti. Svarīgākie secinājumi, kuri izdarīti darba gaitā: Latvijas dalība 2023. gada Pasaules čempionāta hokejā organizēšanā parādīja, ka šādi pasākumi var tikt izmantoti, lai īstenotu valsts publisko diplomātiju un veidotu valsts tēlu. Tomēr pasākuma realizācija lielā mērā bija atkarīga no nozares ieinteresēto pušu iniciatīvas, nevis valsts institūciju mērķtiecīgi virzītas valsts tēla politikas. Tādējādi tiek uzsvērta nepieciešamība pēc noteiktākas valsts stratēģijas publiskās diplomātijas jomā un tās realizēšanas iespējām.

ABSTRACT The title of the bachelor thesis is “The Significance of Organizing an International Sports Event in Latvia's Foreign Policy: The Case of the Ice Hockey World Championship (2023)”. Building a positive image for a country is essential for both domestic and foreign policy gains. Therefore, strengthening a country's public image is crucial for achieving national interests in international relations. Public diplomacy through cultural and sporting events is one of the most effective means of building a positive public image. Large-scale international events organized within the country provide an opportunity to effectively implement soft power and public diplomacy. This work analyzes whether Latvia, by organizing the 2023 Ice Hockey World Championship, aims to enhance its international recognition and disseminate its values. The hypothesis proposed in this thesis is that the state's decision to organize the 2023 Ice Hockey World Championship was primarily influenced by the interests of industry stakeholders, rather than being a deliberately used tool by state institutions for image building. To test this hypothesis, the work analyzes government documents, legal regulations, and government statements regarding the support and implementation of the event, using qualitative research methods and document content analysis. The first chapter: The Theory of Public Diplomacy and the Concept of Soft Power - describes the possibilities of using these tools for public image building. The second chapter : The Importance of Sports Diplomacy and Major International Sports Events - examines the principles of sports diplomacy and its role in Latvia's public diplomacy, as well as the national image building strategy "missionLatvia". The third chapter: Latvian legal frameworks and case analysis - reviews the financial allocation regulations for international sports events and analyzes the organization of the 2023 Ice Hockey World Championship and the state's involvement. Latvia's participation in organizing the 2023 Ice Hockey World Championship demonstrated that such events can be used to implement public diplomacy and build the national image. However, the realization of the event largely depended on the initiative of industry stakeholders rather than a targeted national image policy driven by state institutions. This highlights the need for a more defined national strategy in the field of public diplomacy and its implementation.
