Eiropas Stratēģiskās autonomijas izpratne un tās izmaiņas Eiropas Savienības dokumentos

Abstract

Bakalaura darbs ― Eiropas Stratēģiskās autonomijas izpratne un tās izmaiņas Eiropas Savienības dokumentos‖ pēta, kā mainījusies Eiropas Stratēģiskās autonomijas izpratne Eiropas Savienības dokumentos. Aplūkojamais posms ietver laiku no Eiropas stratēģiskās autonomijas koncepta sākotnējās formēšanās un attīstības līdz 2024. gada pirmajam ceturksnim. Lai skaidrotu šo procesu, izmantojot starptautisko attiecību teorijas, kā teorētiskais ietvars tika izvēlēts neofunkcionālisms. Pētījuma gaitā, lai sasniegtu mērķi un izpildītu noteiktos uzdevumus, tika pielietotas sekojošas kvalitatīvās pētniecības metodes: diahroniskā dokumentu analīze un teksta satura analīze. Pētījuma mērķis ir analizēt, kā mainījusies Eiropas stratēģiskās autonomijas izpratne Eiropas Savienības dokumentos. Lai mērķi izpildītu, tiek izvirzīti sekojoši uzdevumi: aplūkot Eiropas drošības un aizsardzības politikas veidošanos un Eiropas stratēģiskās autonomijas priekšvēsturi, izanalizēt Eiropas stratēģiskās autonomijas sākotnējo izpratni ES dokumentos, izanalizēt Eiropas Stratēģiskās autonomijas izpratnes izmaiņas līdz ar ES Globālo Stratēģiju, kā arī izanalizēt Eiropas Atvērtās stratēģiskās autonomijas izpratni ES dokumentos un noslēdzoši veikt secinājumus par pētījumā apkopotajiem rezultātiem. Lai spētu sekot līdzi pētījumā iegūtajiem rezultātiem, tiek izvirzīta hipotēze, ka Eiropas Savienības dokumentos par Eiropas stratēģisko autonomiju izpratne mainījusies dziļākas integrācijas virzienā. Centrālie iegūtie secinājumi saistīti ar hipotēzes apstiprināšanos, jo pētījuma gaitā tika identificēti notikumi, kas atbilda izvirzītās hipotēzes būtībai, nosakot, ka ES dokumentos izpratne par Eiropas stratēģisko autonomiju ir virzījusies dziļākas integrācijas virzienā. Sākotnēji koncepts lietots ES drošības politikas kontekstā, bet laika gaitā, tas piedzīvojis konceptuālu transformāciju un tiek pielietots plašākā kontekstā vairākās ES politikās, kā piemēram, iekļaujot arī ekonomisko un tehnoloģisko jomu. Tajā pašā laikā, stratēģiskā autonomija nav definēta, atstājot vietu interpretācijai par tās nozīmi.

The bachelor's thesis "The understanding of European Strategic Autonomy and its changes in the documents of the European Union" examines how the understanding of European Strategic Autonomy in the documents of the European Union has changed. The considered period includes the time from the initial formation and development of the European strategic autonomy concept to the first quarter of 2024. To explain this process using international relations theories, neo-functionalism was chosen as the theoretical framework. In the course of the research, in order to achieve the goal and fulfill the set tasks, the following qualitative research methods were applied: diachronic document analysis and text content analysis. The aim of the study is to analyze how the understanding of European strategic autonomy has changed in European Union documents. In order to fulfill the goal, the following tasks are set: to look at the formation of the European security and defense policy and the background of European strategic autonomy, to analyze the initial understanding of European strategic autonomy in EU documents, to analyze the changes in the understanding of European Strategic Autonomy along with the EU Global Strategy, as well as to analyze the European Open Strategic Autonomy understanding in EU documents and finally draw conclusions about the results gathered in the study. In order to be able to follow the results obtained in the study, it is hypothesized that the understanding of European strategic autonomy in European Union documents has changed in the direction of deeper integration. The central conclusions obtained are related to the confirmation of the hypothesis, because during the research, events were identified that corresponded to the nature of the proposed hypothesis, determining that the understanding of European strategic autonomy in EU documents has moved in the direction of deeper integration. Initially, the concept was used in the context of the EU security policy, but over time, it has undergone a conceptual transformation and is used in a wider context in several EU policies, for example, including the economic and technological fields. At the same time, strategic autonomy is not defined, leaving room for interpretation as to its meaning.
