Brazīlijas ārpolitisko pozīciju noteicošie faktori ANO un BRICS ietvaros Krievijas-Ukrainas kara kontekstā (2022–2024)

Abstract

Bakalaura darba tēma ir “Brazīlijas ārpolitisko pozīciju noteicošie faktori ANO un BRICS ietvaros Krievijas-Ukrainas kara kontekstā (2022–2024)”. Brazīlija Krievijas-Ukrainas kara kontekstā ir paziņojusi, ka paliks neitrāla. Taču gan ANO, gan BRICS ietvaros Brazīlijas pozīcijas nevar uztvert kā neitrālas; tās tiek veidotas atkarībā no dažādiem faktoriem. Darbā tiek izvirzīta hipotēze: noteicošais faktors Brazīlijas ārpolitisko pozīciju veidošanā ANO un BRICS ietvaros Krievijas-Ukrainas kara kontekstā (2022–2024) ir mijiedarbība ar Ķīnas Tautas Republiku. Darba hipotēze tiek pārbaudīta, analizējot iekšpolitiskos un ārpolitiskos faktorus, kas nosaka Brazīlijas ārpolitiskās pozīcijas, lai secinātu, kurš ir noteicošais faktors Brazīlijas pozīciju veidošanā. Darbs sastāv no trim nodaļām. Pirmajā nodaļā tiek sniegts pārskats par neoklasiskā reālisma teoriju, lai gūtu priekšstatu par analīzē nepieciešamajiem starptautiskās sistēmas ārējiem faktoriem un valsts iekšējiem faktoriem, kuri nosaka valsts ārpolitiskās pozīcijas. Otrajā nodaļā tiek raksturotas Brazīlijas ārpolitikas prioritātes un Brazīlijas ārpolitika ANO un BRICS ietvaros. Trešajā nodaļā tiek veikts kvalitatīvais pētījums – dokumentu analīze un daļēji strukturētas intervijas, lai analizētu iekšpolitiskos un ārpolitiskos faktorus Brazīlijas pozīcijā ANO un BRICS ietvaros Krievijas-Ukrainas kara kontekstā. Darbā tiek secināts, ka ārpolitiskie faktori ir noteicošie Brazīlijas ārpolitisko pozīciju veidošanā ANO un BRICS ietvaros Krievijas-Ukrainas kara kontekstā. Brazīlijas ārpolitiskās pozīcijas veidojas no starptautiskā spiediena un ģeopolitiskajiem notikumiem. Darbā izvirzītā hipotēze ir apstiprinājusies. Noteicošais faktors Brazīlijas ārpolitisko pozīciju veidošanā ANO un BRICS ietvaros Krievijas-Ukrainas kara kontekstā ir mijiedarbība ar Ķīnas Tautas Republiku. ĶTR ietekme Brazīlijā ir gan caur tirdzniecību, gan maigo varu. Tirdzniecībā Ķīna ieņem pārliecinoši pirmo vietu Brazīlijas importā un eksportā, un veidojot vienu trešo daļu no kopējās Brazīlijas tirdzniecības ar visu pasauli. ANO ietvaros Krievijas-Ukrainas kara kontekstā Brazīlija nedrīkst ieņemt stingru nostāju pret Krieviju, kas ir Ķīnas sabiedrotā, ja Brazīlija vēlas turpināt un stiprināt sadarbību ar ĶTR. BRICS ietvaros ASV ietekme ir mazāka kā ĶTR ietekme, jo šajā organizācijā partneres ir ĶTR un Krievija.

The topic of the bachelor thesis is “Determining factors of Brazil’s foreign policy positions within the UN and BRICS in the context of the Russia-Ukraine war (2022-2024)”. Brazil has declared it will remain neutral in the context of the Russia-Ukraine war. But within both the UN and BRICS, Brazil’s positions cannot be perceived as neutral; they are shaped by different factors. The hypothesis of this paper is that the determining factor in Brazil’s foreign policy positions in the UN and BRICS in the context of the Russia-Ukraine war (2022-2024) is the interaction with the People’s Republic of China. The hypothesis is proved by analysing the domestic and foreign political factors that determine Brazil’s foreign policy positions, to conclude which is the determining factor in shaping Brazil’s positions. The thesis consists of three chapters. The first chapter provides an overview of neoclassical realism theory in order to have an insight into the external factors of the international system and the internal factors that determine the country’s foreign policy positions. The second chapter describes Brazil’s foreign policy priorities and Brazil’s foreign policy within the UN and BRICS. The third chapter conducts qualitative research – document analysis and semi-structured interviews – to analyse domestic and foreign policy factors in Brazil’s position within the UN and BRICS in the context of the Russia-Ukraine war. The thesis concludes that foreign policy factors are determinant in shaping Brazil’s foreign policy positions within the UN and BRICS in the context of the Russia-Ukraine war. Brazil’s foreign policy positions are shaped by international pressures and geopolitical events. The hypothesis has been confirmed. The determinant factor in Brazil’s foreign policy positions within the UN and BRICS in the context of the Russia-Ukraine war is the interaction with the People’s Republic of China. The PRC’s influence in Brazil is both through trade and soft power. In trade, China is the first in Brazil’s imports and exports, and accounts for one third of Brazil’s total trade with the world. In the context of the Russia-Ukraine war at the UN, Brazil must not take a hard line against Russia, which is a Chinese ally, if Brazil wants to continue and strengthen its cooperation with the PRC. Within BRICS, the US has less influence than the PRC, because the PRC and Russia are the partners in this organisation.
