Krievijas identitāte starptautisko organizāciju ietvaros: ANO un BRICS analīze (2018 - 2023)

Abstract

Bakalaura darbā “Krievijas identitāte starptautisko organizāciju ietvaros: BRICS un ANO analīze (2018 – 2023)” tiek analizēta Krievijas identitāte starptautiskajās organizācijās un tās atbilstība organizāciju ietvaros noteiktajām normām. Valstīm attiecīgajā organizācijā veidojas identitāte, kas atbilst tās vērtībām un noteikumiem. Starptautiskās organizācijas ir strukturētas vienības, kur dalībvalstu pienākumi un tiesības ir skaidri definētas normatīvajos dokumentos, kas savukārt veido dalībvalstu normatīvo identitāti. Tomēr ņemot vērā nacionālo interešu faktoru, ko organizācijas dalībvalstis mēdz iemiesot tās dienaskārtība, rodas jautājums par dalībvalstu faktiskās identitātes atbilstību organizāciju normatīvajos aktos norādītajiem principiem. Tas liek izvirzīt pieņēmumu, ka starptautiskās organizācijas ietvaros valsts faktiskā identitāte var atšķirties no organizācijas ietvaros paredzētās normatīvās identitātes. Par darba pētāmo objektu kļūst Krievijas Federācija, kuras ārpolitiskā rīcība mēdz būt pretrunā ar starptautiskajām normām, ņemot vērā Krievijas nacionālo interešu nonākšanu priekšplānā. Pētījums tiek veikts ar mērķi analizēt Krievijas identitāti ANO un BRICS laika posmā no 2018. gada līdz 2023. gadam. Darbā tiek pieņemts, ka Krievijas faktiskā identitāte sakrīt ar tās normatīvo identitāti ANO un BRICS. Mērķa sasniegšanai darbā tiek aplūkota sociālā konstruktīvisma teorija, sniedzot valstu identitātes koncepta skaidrojumu un iezīmējot starptautisko organizāciju un normu nozīmi starptautiskajā politikā. Darba otrajā nodaļā tiek aplūkoti ANO un BRICS darbības principi, pamatojoties uz kuriem tiek noteikta Krievijas normatīvā identitāte minētajās organizācijās. Darba trešajā nodaļā tiek identificēta Krievijas faktiskā identitāte ANO un BRICS, veicot par Krievijas ārpolitiku atbildīgo amatpersonu retorikas analīzi, pēc kā iegūtie rezultāti tiek salīdzināti ar Krievijas normatīvo identitāti minētajās organizācijās. Pētījuma veikšanai darbā tiek izmantota kvalitatīvā metode, kas paredz par Krievijas ārpolitiku atbildīgo personu retorikas analīzi ANO un BRICS organizāciju ietvaros, par pamatu ņemot informāciju, kas ir pieejama Krievijas prezidenta un Krievijas ārlietu ministrijas oficiālajā interneta vietnē. Pētījuma gaitā tika secināts, ka Krievijas amatpersonu retorika atspoguļo organizāciju normatīvajos aktos noteiktās vērtības un pamatprincipus, tomēr organizāciju normas tiek interpretētas, lai atbilstu Krievijas nacionālo interešu panākšanai.

The Bachelor's thesis "Russia's identity within international organizations: analysis of BRICS and the UN (2018 - 2023)" analyzes Russia's identity within international organizations and its compliance with certain norms within the organizations. International organizations are structured entities where the obligations and rights of the member states are clearly defined in normative documents, which in turn form the normative identity of the member states. However, taking into account the national interest factor, which the organization's members tend to embody in the organization's agenda, the question arises about the compliance of the actual identity of the member states with the principles specified in the organization's regulatory acts. This leads to the assumption that the actual identity of the state within the framework of the international organization may differ from the normative identity envisaged within the framework of the organization. The research object of the work is the Russian Federation, whose foreign policy actions tend to contradict international norms, taking into account the fact that Russia's national interests come to the fore. The study is conducted with the aim of analyzing Russia's identity at the UN and BRICS in the period from 2018 to 2023. The paper assumes that Russia's actual identity coincides with its normative identity in the UN and BRICS. To achieve the goal, the work examines the theory of social constructivism, providing an explanation of the concept of state identity and highlighting the importance of international organizations and norms in international politics. The second chapter of the paper examines the principles of the UN and BRICS, on the basis of which the normative identity of Russia is determined in the mentioned organizations. The third chapter of the work identifies the actual identity of Russia in the UN and BRICS, by analyzing the rhetoric of the officials responsible for Russia's foreign policy, after which the obtained results are compared with the normative identity of Russia in the mentioned organizations. The qualitative method is used to conduct the research in the work, which provides for the analysis of the rhetoric of the persons responsible for Russia's foreign policy within the framework of the UN and BRICS organizations, based on the information available on the official website of the Russian President and the Ministry of Foreign Affairs of Russia. In the course of the research, it was concluded that the rhetoric of Russian officials reflects the values and basic principles determined in the regulatory acts of the organizations, however, the norms of the organizations are interpreted to meet the achievement of the national interests of Russia.
