Gaisa aizsardzības no piesārņojuma normatīvais regulējums un tā pilnveidošana

Abstract

Šajā bakalaura darbā tiek pētīts gaisa aizsardzības no piesārņojuma normatīvais regulējums un tiek izvirzīti priekšlikumi tā uzlabošanai. Pētījums sākas ar gaisa piesārņojuma jēdziena un avotu noskaidrošanu, ietverot lauksaimniecības, rūpnieciskās darbības un transportlīdzekļu radīto piesārņojumu. Tajā tiek pētīta gaisa piesārņojuma nopietnā ietekme uz veselību, vidi un ekonomiku, kā arī aplūkota pašreizējā gaisa kvalitātes monitoringa prakse. Turklāt darbā ir aplūkotas tiesības dzīvot labvēlīgā vidē kā cilvēka cieņas pamataspekts, saistot šīs tiesības ar starptautiskajiem cilvēktiesību tiesību aktiem un standartiem. Globālais vides pakts tiek analizēts vides labklājības veicināšanas kontekstā. Rūpīgi tiek analizēta piesārņojošo vielu izmantošana un monitorings lauksaimniecībā, izceļot piesārņojošo vielu izmantošanas praksi lauksaimniecībā un monitoringa nozīmi, lai efektīvi mazinātu piesārņojuma riskus. Pētījumā aplūkots arī pilsētu piesārņojums un tā kontrole, īpašu uzmanību pievēršot gaisa kvalitātei Rīgā, Latvijā. Tajā tiek pētīta zemo emisiju zonu (ZEZ) koncepcija kā daudzsološa stratēģija pilsētu piesārņojuma pārvaldībai pamatojoties uz ārvalsts pieredzi. Nobeigumā šajā darbā tiek uzsvērta regulatīvo aktu izšķirošā nozīme gaisa aizsardzībā un ierosināti priekšlikumi, lai uzlabotu vides kvalitāti aizsargājot gaisu no piesārņojuma. Tajā aprakstīta efektīva reglamentējošo normu ieviešana un grozīšana, tostarp zemo emisiju zonu izveide, lai mazinātu un aizsargātu gaisu no piesārņojuma.

This bachelor's thesis investigates the regulatory regulation of air protection from pollution and proposes strategies for improvement. The study begins by elucidating the concept and sources of air pollution, encompassing pollution from agriculture, industrial activities, and vehicles. It explores the profound health, environmental, and economic impacts of air pollution and examines current practices in air quality monitoring. Furthermore, the thesis delves into the right to live in a favourable environment as a fundamental aspect of human dignity, correlating this right with international human rights law and standards. The Global Environment Pact is analysed in the context of promoting environmental well-being. The utilization and monitoring of pollutants in agriculture are scrutinized, shedding light on the practices of using pollutants in agriculture and the importance of monitoring to mitigate pollution risks effectively. The study also addresses urban pollution and its control, with a specific focus on air quality in Riga, Latvia. It explores the concept of Low Emission Zones (LEZs) as a promising strategy for urban pollution management. The impact of LEZs on air quality, drawing insights from experiences abroad, is thoroughly examined. In conclusion, this thesis underscores the critical importance of robust regulatory measures for air protection and proposes improvements to enhance environmental quality and safeguard human health and dignity. It advocates for the implementation of effective regulatory frameworks, including the establishment of Low Emission Zones, to mitigate the adverse impacts of air pollution in urban environments.
