Neatliekamās medicīniskās palīdzības dienesta darbinieku aizsardzība - tiesiskais regulējums un praksē pastāvošie problēmjautājumi

Abstract

Bakalaura darbs “Neatliekamās medicīniskās palīdzības dienesta darbinieku aizsardzība - tiesiskais regulējums un praksē pastāvošie problēmjautājumi” ir pētījums par NMPD darbinieku tiesībām un sociālām garantijām, kuras pašreiz nav nodrošinātas pilnā mērā atbilstoši darbinieku veicamajām funkcijām, uzdevumiem un darba apstākļiem. Pētījuma aktualitāte tiek pamatota ar to, ka Neatliekamas medicīniskās palīdzības dienests sniedz valstij stratēģiski svarīgu pakalpojumu, pamatojoties uz Satversmes 111. pantu, aizsargā cilvēku veselību un garantē ikvienam medicīniskās palīdzības minimumu. Neatkarīgi no tā vai darbinieks pienākumus veic Neatliekamās medicīnas palīdzības brigādē, birojā, Operatīvajā centrā, vai noliktavā, viņa uzdevums ir nodrošināt dienesta misiju – “Glābt un saglabāt cilvēku dzīvības”. Pētījuma problēma. Pašreiz NMPD darbiniekiem nav nodrošināta papildu tiesību aizsardzība un sociālās garantijas atbilstoši veicamajiem uzdevumiem un darba pienākumu veikšanas apstākļiem. Darbs sastāv no trīs nodaļām un vairākām apakšnodaļām, darbs sastāv no 61 lapaspusēm. Pirmajā nodaļā tiks pētīta NMPD organizāciju, kas sniegs informāciju par NMPD būtiskākiem iestādes darbību reglamentējošiem normatīviem aktiem un attīstības plānošanas dokumentiem. Otrajā daļā tiks analizēts NMPD darbinieku tiesības, lai noskaidrotu kā var uzlabot NMPD darbinieku tiesisko aizsardzību un sociālās garantijas. Trešajā nodaļā tiks pētīta NMPD tiesiskā regulējuma nepilnības, kādas normas būtu papildināmas, lai uzlabotu darbinieku tiesisko aizsardzību un sociālās garantijas.

The bachelor thesis "Protection of Emergency Medical Service Employees - Legal Framework and Issues in Practice" is a study on the rights and social guarantees of the NMPD employees, which are currently not fully ensured according to the functions, tasks and working conditions of the employees. The relevance of the study is based on the fact that the Emergency Medical Service provides a service of strategic importance for the country, based on Article 111 of the Constitution, protects human health and guarantees a minimum of medical assistance to everyone. Whether an employee performs his duties in an ambulance brigade, office, OVC or warehouse, his task is to ensure the fulfilment of the mission of the Service - "To save and preserve human lives". Research problem. Currently, emergency workers are not provided with additional legal protection and social guarantees in line with the tasks they perform and the conditions under which they work. The first chapter will study the organisation of the NMPD, which will provide information on the most relevant laws, regulations and development planning documents regulating the activities of the institution. The second part will analyse the rights of NMPD employees in order to find out how the legal protection and social guarantees of NMPD employees can be improved. The third part will explore the gaps in the legal framework of the NMPD, what provisions should be supplemented to improve the legal protection and social guarantees of employees.
