Bezpajumtniecības kā sociālās problēmas risinājumi.

Abstract

Bakalaura darbs ir par bezpajumtniecības kā sociālas problēmas risinājumiem Latvijā. Bakalaura darba mērķis ir izpētīt bezpajumtniecības problēmas risinājumus Latvijā valsts, pašvaldību un nevalstisko organizāciju līmenī. Bakalaura darbs sastāv no teorētiskās un pētnieciskās daļas. Teorētiskās daļas pirmajā nodaļā tika raksturots, kas ir bezpajumtniecība, aprakstīta bezpajumtniecība kā sociāla problēma, raksturoti bezpajumtniecības cēloņi un sekas. Otrajā nodaļā tika aprakstīta bezpajumtniecība no cilvēktiesību aspekta, analizējot tiesības uz mājokli kā pamattiesības un apskatot sociālo darbinieku kā cilvēktiesību aizstāvi. Trešajā nodaļā tika aprakstīta sociālā politika bezpajumtniecības problēmas risināšanā, tika aprakstīti risinājumi gan Eiropas Savienības līmenī, gan Latvijas valsts, pašvaldību un nevalstisko organizāciju līmenī. Tika aprakstīts projekts “Mājoklis Vispirms”, mājokļu politika valstī un sociālais darbs ar bezpajumtniekiem. Vienlaikus, tika apskatīta citu ES valstu pieredze bezpajumtniecības mazināšanā un atsevišķi aprakstīta Somijas valsts pieredze bezpajumtniecības risināšanā. Pētnieciskajā daļā autore izmantoja kvalitatīvo pētniecības metodi – daļēji strukturēto interviju ar personām bez noteiktas dzīvesvietas un daļēji strukturēto interviju ar speciālistiem, kuri strādā ar bezpajumtniekiem mikro, mezo un makro līmenī. Bakalaura darba noslēgumā ir apkopoti secinājumi, kā arī izstrādāti priekšlikumi bezpajumtniecības problēmas risinājumiem. Bakalaura darba apjoms ir 68 lappuse, tas satur 5 attēlus, 7 pielikumus. Tika izmantoti 65 literatūras avoti.

The bachelor thesis is about solutions to homelessness as a social problem in Latvia. The aim of the bachelor's work is to investigate solutions to the problem of homelessness in Latvia at the level of the state, municipalities and non-governmental organizations. The bachelor thesis consists of a theoretical and research part. The first chapter of the theoretical part described what homelessness is, described homelessness as a social problem, described the causes and consequences of homelessness. The second chapter described homelessness from a human rights perspective, analyzing the right to housing as a human right and examining the social worker as a defender of human rights. In the third chapter, the social policy in solving the problem of homelessness was described, solutions were described both at the level of the European Union and at the level of the Latvian state, municipalities and non-governmental organizations. The "Housing First" project, housing policy in the country and social work with the homeless were described. At the same time, the experience of other EU countries in reducing homelessness was reviewed and the experience of Finland in reducing homelessness was described separately. In the research part, the author used the qualitative research method - a semi-structured interview with persons without a fixed place of residence and a semi-structured interview with specialists who work with homeless people at the micro, meso and macro level. At the end of the bachelor's thesis, the conclusions are summarized, as well as proposals for solutions to the problem of homelessness are developed. The volume of the bachelor thesis is 68 pages, it contains 5 images, 7 appendices. 65 literature sources were used.
