Valsts policijas kompetence preču, bagāžas, personu un transportlīdzekļu radiometriskajā kontrolē

Abstract

Bakalaura darbs izstrādāts par tēmu “Valsts policijas kompetence preču, bagāžas, personu un transportlīdzekļu radiometriskajā kontrolē”. Darba autors izvēloties tēmu, ņēmis vērā radiometriskās kontroles un tās uzraudzības būtisko nozīmi globālajā telpā, kā arī ģeopolitisko situāciju pasaulē un īpaši Latvijas kaimiņvalstīs. Pēdējo gadu laikā arvien vairāk tiek aktualizēti jautājumi par radioaktīvo vielu iespējamo apdraudējumu sabiedrībai un apkārtējai videi, kas saistīts ar enerģijas ražošanas alternatīvām, kā arī valstu militārā spēka demonstrēšanu. Kā vienu no galvenajām prioritātēm mūsdienu sabiedrības drošības aspektā būtu nacionālā drošība, Iekšlietu drošība, sabiedrības kā indivīdu un ekoloģiskā drošība. Kā vienu no šo drošības aspektu ietekmējošiem, var minēt, apzināti radītie apdraudējumi, uzbrukumi kādam konkrētām sabiedrības grupām, lai nodarītu kaitējumu tām vai radītu haosu sabiedrībā un apkārtējās vides, pārtikas un dzeramā ūdens piesārņošana izmantojot radioaktīvos vai kodolmateriālus. Būtisks faktors, kas ietekmē tēmas aktualitāti ir Krievijas īstenotā agresija Ukrainā, kā arī Krievijas patstāvīgi izteiktie draudi izmantot kodolieročus konfliktu situācijās, kas radītu netiešu ietekmi arī uz tuvumā esošo kaimiņvalstu drošību. Kā arī pēdējā laikā dzirdamie konflikti starp dažādo reliģiju pārstāvjiem, kas ietekmē terorisma draudu palielināšanos. Pēc autora domām, būtiski ir operatīvo darbinieku, kā arī sabiedrības sagatavotība attiecīgajās ārkārtas situācijās, kā arī konkrētu situāciju algoritmu izveide un apmācība operatīvo dienestu starpā. Bakalaura darba mērķis ir izpētīt preču, bagāžas, personu un transportlīdzekļu radiometrisko kontroli un noteikt Valsts policijas kompetenci šo uzdevumu risināšanai valsts iekšzemes teritorijā. Sagatavot informatīvos materiālus Valsts policijas ierindas darbiniekiem saistībā ar radiācijas drošību. Aplūkot situāciju rīcību algoritmus, dažādu ar jonizējošo starojumu saistītās avārijas situācijās. The bachelor's thesis has been developed on the topic "Competence of the State Police in radiometric control of goods, luggage, persons and vehicles". When choosing a topic, the author of the work took into account the important importance of radiometric control and its monitoring in the global space, as well as the geopolitical situation in the world and especially in the neighboring countries of Latvia. In recent years, questions have been increasingly raised about the potential danger of radioactive substances to society and the environment associated with alternatives to energy production, as well as the demonstration of the military power of states. One of the main priorities in the aspect of modern public security would be national security, Internal Security, public as an individual and ecological security. Among those affecting this aspect of security are the deliberate threats made, attacks on certain groups of society in order to harm them or create chaos in society and the contamination of the environment, food and drinking water through the use of radioactive or nuclear materials. An important factor affecting the topicality of the topic is the aggression carried out by Russia in Ukraine, as well as the threat made by Russia independently to use nuclear weapons in conflict situations, which would also have an indirect impact on the security of neighboring countries nearby. As well as recently heard conflicts between representatives of different religions, which affect the increase in the terrorist threat. According to the author, the preparedness of operational staff, as well as the public, in the relevant emergency situations, as well as the creation and training of algorithms of specific situations among operational services, are essential. The purpose of the bachelor's thesis is to study the radiometric control of goods, luggage, persons and vehicles and to determine the competence of the State Police for solving these tasks in the domestic territory of the country. To prepare informative materials for rank-and-file employees of the State Police in relation to radiation safety.
