Abstract

Bakalaura darba nosaukums ir “Speciālās izmeklēšanas darbības narkotisko, psihotropo vielu nelikumīgas aprites noziegumu atklāšanā”. Darba aktualitāti nosaka tas, ka noziedzīgie nodarījumi, kas ir saistīti ar nelikumīgu narkotisko, psihotropo vielu apriti, ieņem stabilu pozīciju kopējā noziedzīgo nodarījumu sarakstā, taču atšķirībā no tādiem noziedzīgiem nodarījumiem kā zādzības, krāpšanas, laupīšanas vai miesas bojājumu nodarīšana, narkotisko, psihotropo vielu nelikumīga aprite skar ne tikai konkrētu, no noziedzīgā nodarījuma cietušo personu, bet ietekmē kopējo kriminogēno situāciju valstī un veicina indivīdu sociālo degradāciju, kā rezultātā palielinās pārējo noziedzīgo nodarījumu skaits. Narkotiskās, psihotropās vielas līdz gala patērētājam nonāk ar tirgotāju starpniecību un šo tirgotāju saukšanai pie likumā noteiktās atbildības tiek izmantotas arī speciālās izmeklēšanas darbības. Šo darbību rezultātā tiek iegūtas ziņas par faktiem, kas ļauj saukt pie kriminālatbildības narkotiku tirgotājus, tādā veidā uzlabojot kriminogēno situāciju valstī, mazinot noziedzības līmeni un veicinot kopējo valsts sociālekonomisko attīstību. Bakalaura darbā tika izpētīta gan teorētiskā speciālo izmeklēšanas darbību joma, gan praktiskā, analizējot un izpētot konkrētus kriminālprocesus narkonoziegumu jomā, kuru izmeklēšanā tika izmantotas speciālās izmeklēšanas darbības. Pētījumā tika identificētas teorētiska un praktiska rakstura problēmas, kas skar speciālo izmeklēšanas darbību pielietošanu narkotisko, psihotropo vielu nelegālās aprites kontekstā. Bakalaura darba mērķis ir izpētīt speciālo izmeklēšanas darbību tiesiskos un praktiskos aspektus narkotisko, psihotropo vielu nelikumīgās aprites noziegumu atklāšanā, analizēt teorētisko bāzi un pastāvošo praksi Valsts policijas darbā, identificēt esošās problēmas un izvirzīt priekšlikumus. Bakalaura darbs sastāv no 75 lapām un 12 pielikumiem. Autora ieskatā noteiktie uzdevumi ir izpildīti un izvirzītais mērķis ir sasniegts.

The title of the bachelor thesis is "Special investigative activities in the detection of crimes of illegal circulation of narcotic, psychotropic substances". The relevance of the work is determined by the fact that criminal offenses related to the illegal circulation of narcotic, psychotropic substances occupy a stable position in the overall list of criminal offenses, but unlike such crimes as theft, fraud, robbery or inflicting bodily harm, illegal narcotic, psychotropic substances circulation affects not only a specific person who has suffered from a criminal offense, but affects the overall criminogenic situation in the country and contributes to the social degradation of individuals, as a result of which the number of other criminal offenses increases. Narcotic, psychotropic substances reach the final consumer through dealers, and special investigative actions are also used to bring these dealers to the legal responsibility. As a result of these activities, facts and information are obtained that allow drug dealers to be prosecuted, thereby improving the criminogenic situation in the country, reducing the level of crime and contributing to the overall socio-economic situation of the country. The bachelor's thesis explored both the theoretical and practical areas of special investigative activities, analyzing and studying specific criminal processes in the field of drug crimes, in the investigation of which special investigative activities were used. The research identified problems of a theoretical and practical nature that affect the application of special investigative activities in the context of the illegal circulation of narcotic, psychotropic substances. The aim of the bachelor's thesis is to study the legal and practical aspects of special investigative activities in the detection of crimes of illegal circulation of narcotic, psychotropic substances, analyze the theoretical basis and existing practice in the work of the State Police, identify existing problems and put forward proposals. The bachelor thesis consists of 75 pages and 12 appendices. In the opinion of the author, the set tasks have been completed and the set goal has been achieved.
