Reaģējošo policijas norīkojumu aktuālie tiesību un darba organizācijas jautājumi

Abstract

Bakalaura darba tēma ir “Reaģējošo policijas norīkojumu aktuālie tiesību un darba organizācijas jautājumi”. Tradicionāli policijas darba vērtēšanas kritērijus sasaista ar tās ātru reaģēšanu uz notikumu un spēju nekavējoties novērst vai atklāt likumpārkāpumus. Ņemot vērā, ka Valsts policija ir apbruņota militarizēta valsts institūcija, kuras pienākums ir aizsargāt personu dzīvību, veselību, tiesības un brīvības, īpašumu, sabiedrības un valsts intereses no noziedzīgiem un citiem prettiesiskiem apdraudējumiem, jāatzīst, ka bez sabiedrības vēlēšanās sadarboties un ziņot par likumpārkāpumiem, tos nemaz nevar identificēt un uz tiem reaģēt. Arī reaģējošajiem policijas norīkojumiem ir svarīga šāda iedzīvotāju aktivitāte, jo bez iedzīvotāju ieinteresētības vairums likumpārkāpumu paliktu ne tikai neatklāti, bet pat būtu nereģistrēti. Vidusmēra iedzīvotāji savu ikdienu nepavada, pētot informāciju par Valsts policijas darba efektivitāti, vieņiem svarīga ir ātra reaģēšana uz notikumu un procesuālo dar’bibu kvalitāte notikuma vietā. Pētījuma problēma ir apstāklī ka neraugoties uz to, ka restrukturizācijas mērķis bija lielāks reaģējoso policijas norīkojumu norīkojumu skaits, situācija nav mainījusies uz labāko pusi, un ierašanas notikuma vietā aizskavējas, tāpat kā netiek veiktas kvalitatīvas procesuālās darbības. Bakalaura darba mērķis ir analizēt reaģējošo policijas norīkojumu aktuālos tiesību un darba organizācijas jautājumus, konstatēt būtiskākās problēmas un izstrādāt potenciālos konstatēto problēmu risinājumus. Bakalaura darba mērķa sasniegšanai tiek definēti šādi uzdevumi: 1) raksturot reaģējošo policijas norīkojumu darbības tiesisko regulējumu Valsts policijā; 2) izpētīt reaģējošo resursu dienesta pienākumu organizācijas praktiskos aspektus; 3) analziēt reaģējošo policijas norīkojumu darbības pilnveidošanas perspektīvas. The title of the Bachelor's work is “the current issues of law and labor organization of responsive police postings.” Traditionally, the assessment criteria for police work are linked to its rapid response to the event and its ability to prevent or prosecute offences without delay. Considering that the State Police is an armed militarised State institution whose duty is to protect the life, health, rights and freedoms of persons, property, public and State interests from criminal and other illegal threats, it is recognised that without the public's willingness to cooperate and report violations of law, they cannot be identified and reacted to at all. Such population activity is also important for responsive police appointments, as without the interest of the population, most offences would not only remain undisclosed but would even be unreported. Average residents do not spend their daily lives studying information about the effectiveness of the State Police's work, rapid response to the event and the quality of procedural actions at the scene are important for guests. The problem with the study is that, despite the fact that the purpose of the restructuring was a higher number of reactive police secondments, the situation has not changed in the best direction and the arrival at the scene is touching off, just as no quality procedural action is taken. The aim of the Bachelor's work is to analyse the current issues of law and work organisation of responsive police assignments, identify the most significant problems and develop potential solutions to the problems identified. The following tasks shall be defined for the achievement of the purpose of the Bachelor's work: 1) to characterise the legal framework for the operation of reactive police assignments in the State Police; 2) to examine the practical aspects of the organisation of the duties of the reactive resources Service; 3) analyse the prospects for improvement of the activities of reactive police assignments.
