Krīzes situāciju pārrunu vedēju kompetences tiesiskais regulējums Valsts policijā

Abstract

Autora veiktā pētījuma objektu raksturo izvēlētais bakalaura darba temats –“Krīzes situāciju pārrunu vedēju kompetences un tiesiskais regulējums Valsts policijā” , kas ir aktuāls gan no tiesību teorijas, gan no tiesībaizsardzības iestāžu prakses viedokļa. Bakalaura darba mērķis – teorētisko atziņu, normatīvā regulējuma un pastāvošās prakses izpēte, problēmu apzināšana un priekšlikumu izvirzīšana par pārrunu vedējiem Valsts policijā. Bakalaura darbā sniegts krīzes situāciju pārrunu vedēja vispārīgs raksturojums; analizēti teorētiskie un praktiskie aspekti, normatīvo aktu normas, definēts Valsts policijas pārrunu vedēju darbības pamats, nosacījumi un iemesli, raksturota pārrunu vešanas kārtība, izdarot teorētiskus vispārinājumus un praktiskus secinājumus, un piedāvājot priekšlikumus apzināto problēmu risināšanai. Bakalaura darba izstrādes gaitā izmantoti likumi un citi normatīvie akti, juridiskā literatūra un prakses materiāli. Darbs ir veidots no trīs nodaļām, kurās kopumā tiek veikta krīzes situāciju pārrunu vedēju Valsts policijā darbības analīze. Darba pirmajā nodaļā – krīzes situāciju pārrunu vedēju vispārīgs raksturojums, autors aplūko būtiskākos momentus krīzes situāciju pārrunu vedēju darbā Latvijas Republikā un ārpus tās. Darba otro nodaļu – krīzes situāciju pārrunu vedēju Valsts policijā iesaistīšanās pamats, nosacījumi un iemesli, veido normatīvā bāze pārrunu vedēju darbā un autors aplūko metodes, kuras savā darbā izmanto pārrunu vedēji Valsts policijā. Darba trešajā nodaļā – problēmas krīzes situāciju pārrunu vedēju darbībā Valsts policijā, autors atklāj biežāk sastopamās problēmsituācijas pārrunu vedēju dienesta pienākumos. Bakalaura darba apjoms – 41 lapa, 49 izmantotie avoti un 2 pielikumi.

The object of the author's research is characterized by the chosen subject of the bachelor's thesis - "Competences and legal regulation of crisis negotiators in the State Police", which is relevant both from the point of view of legal theory and the practice of law enforcement institutions. The aim of the bachelor's thesis is to study theoretical knowledge, regulatory framework and existing practice, identifying problems and putting forward proposals for discussion leaders in the State Police. The bachelor's thesis provides a general description of the crisis situation negotiator; analyzed the theoretical and practical aspects, the norms of regulatory acts, defined the basis, conditions and reasons for the State Police negotiators, characterized the negotiation procedure, making theoretical generalizations and practical conclusions, and offering proposals for solving the identified problems. Laws and other regulatory acts, legal literature and practical materials were used during the development of the bachelor thesis. The work is made up of three chapters, in which an overall analysis of the activities of crisis negotiators in the State Police is carried out. In the first chapter of the work - a general description of crisis negotiators, the author examines the most important moments in the work of crisis negotiators in the Republic of Latvia and beyond. The second chapter of the paper - the basis, conditions and reasons for the involvement of crisis negotiators in the State Police, consists of the normative basis in the work of negotiators and the author examines the methods used by negotiators in the State Police in their work. In the third chapter of the work - problems in the work of crisis situation negotiators in the State Police, the author reveals the most common problem situations in the work of negotiators. The scope of the bachelor's thesis – 41 page, 49 used sources and 2 appendices.
