Dienesta suņu izmantošana personu meklēšanas pasākumos: normatīvais regulējums un piemērošanas prakse

Abstract

Anotācija Bakalaura darba tēma ir “Dienesta suņu izmantošana personu meklēšanas pasākumos: normatīvais regulējums un piemērošanas prakse”. Ikgadu Valsts policija reģistrē daudzus gadījumus, kad ir saņemta informācija par pazudušām personām. Dienesta suņu izmantošana pazudušu personu meklēšanai ir būtiska un pastāvīga aktualitāte, jo tas tiešā veidā skar sabiedrības drošības un veselības aizsardzības intereses. Bakalaura darba mērķis ir izpētīt normatīvo regulējumu, kas nosaka dienesta suņu izmantošanas iespējas personu meklēšanas pasākumos, un tā piemērošanas praksi, konstatēt iespējamus problēmjautājumus un piedāvāt tiem risinājumus. Bakalaura darba pētījumā autore papildus veica Lietuvas un Čehijas normatīvo aktu izpēti, kā arī minētās jomas dienesta suņu praktisko izmantošanu katrā valstī. Bakalaura darba pētījuma rezultātā tika secināts, ka normatīvais regulējums Latvijā attiecībā uz dienesta suņu izmantošanu personu meklēšanas pasākumos nav pilnīgs, līdz ar to, autore piedāvā vairākus priekšlikumus normatīvā regulējuma pilnveidošanā un policijas darbinieku efektivitātes paaugstināšanā bezvēsts esošu personu meklēšanas jomā. Bakalaura darba apjoms ir 55 lappuses. Atslēgas vārdi: dienesta suns, bezvēsts esoša persona, smaržu pēdas, kinoloģija, meklēšanas pasākumi.

Annotation The topic of the bachelor's thesis is "The use of service dogs in person search activities: normative regulation and application practice”. Every year, the State Police registers many cases where information about missing persons has been received. The use of service dogs to search for missing persons is an essential and permanent issue, as it directly affects the interests of public safety and health protection. The aim of the bachelor's thesis is to study the regulatory framework, which determines the possibilities of using service dogs in the search for persons, and the practice of its application, to identify possible problematic issues and to offer solutions to them. In the research of the bachelor's thesis, the author additionally researched the laws of Lithuania and the Czech Republic, as well as the practical use of service dogs in each country. As a result of the research of the bachelor's thesis, it was concluded that the regulatory framework in Latvia regarding the use of service dogs in the search for persons is not complete, therefore, the author offers several proposals for improving the regulatory framework and increasing the efficiency of police officers in the field of searching for missing persons. The volume of the bachelor thesis is 55 pages. Key words: service dog, missing person, scent trail, canine, search efforts.
