Policijas darba organizācija sabiedriskās kārtības un drošības nodrošināšanā publiskos pasākumos: tiesiskie un praktiskie aspekti

Abstract

Bakalaura darba tēma ir “Policijas darba organizācija sabiedriskās kārtības un drošības nodrošināšanā publiskos pasākumos tiesiskie un praktiskie aspekti”. Pētījuma aktualitāti nosaka tas, ka publiski pasākumi attīstās un kļūst komplicētāki, tajos tiek realizētas jaunas un inovatīvas idejas. Pasākumi ir kļuvuši par vienu no populārākajām sabiedriskās aktivitātes izpausmes veidiem, kuros tiek, apmierina indivīda personiskās vajadzības. Pētījuma mērķis ir pētīt policijas organizatoriskos aspektus un normatīvo regulējumu, koordinējot izpildot uzdevumus sabiedriskās kārtības nodrošināšanai publisku pasākumu laikā un izteikt priekšlikumus efektīvākai policijas darbībai. Bakalaura darba uzdevumi – raksturot policijas darba organizatorisko procesu, nodrošinot sabiedrisko kārtību publisko pasākumu laikā, izpētīt sabiedriskās kārtības un drošības nodrošināšanas plānu izstrādi, veikt pasākumu norises un kontroles analīzi. Noskaidrot problēmas, formulēt pētījumā balstītus secinājumus un izstrādāt priekšlikumus. Kopējais darba apjoms ir 51 lappuse, izmantotie avoti – starptautiskie tiesību akti, Latvijas Republikas likumi, tiesu prakse, monogrāfiskie izdevumi, elektroniskie resursi. Darbu veido trīs nodaļas un to apakšnodaļas: Pirmajā nodaļā tiek pētīts publisku pasākumu raksturojums, skaidroti ietvertie jēdzieni un analizēti pasākumu norises reglamentējošie normatīvie akti. Otrajā nodaļā tiek apskatīti publisku pasākumu iedalījums, sabiedriskās kārtības nodrošināšanas organizatoriskais process, iesaistītie subjekti īpatnības un pasākumu norises kontrole. Trešajā nodaļā tiek apskatīta drošības plānu izstrāde, izvērtēti plānu veidi un pētīti to riska apdraudējumi. Pētāmie jautājumi tika pamatoti ar normatīvajiem aktiem, policijas darbinieku pieredzi, izstrādājot publisku pasākumu drošības plānus, kā arī savu pieredzi, kura gūta ikdienas darbā, nodrošinot sabiedrisko kārtību un drošību publisko pasākumu laikā.

The theme of the barchelo’s thesis is ‘The legal and practical aspects of organisation of police work of providing social arrangement and safety in public events’. The relevance of the research determines the fact that public events are developing and becoming complicated, and new and innovative ideas are carried out. Events have become as one of the most popular forms of expression of social activity in which individual’s personal needs are satisfied. The aim of the research is to investigate organisational aspects and legal frameworks of the police by coordinating and doing tasks to provide social arrangement during the public events and state proposals to the effective action of the police. The tasks of the barchelo’s thesis – to describe organisational process of the police work, providing social arrangement during the public events, to investigate the development of plans of providing of social arrangement and security, to carry out the analyses of the events and control. To find out problems, to formulate conclusions according to the research and to work out proposals. 51 pages are the total amount of work, used sources – The international legislations, the laws of the Republic of Latvia, case law, monographical editions, electronical resources. The work contains of the three chapters and their sub – chapters: The description of the public events are investigated, included concepts are explained and regulatory legislations of events are analyzed in the first chapter. The division of the public events, the organizational process of providing of social arrangement, involved subjects, peculiarities and the control of the events are reviewed out in the second chapter. The development of the security of plans are reviewed, types of plans are estimated and their dangers of the risk are investigated in the third chapter. The investigated questions were justified using regulatory legislations, police employees experience by working out safety plans of public events as well as the own experience which is gained in everyday work providing the social arrangement and safety during the public events.
