Latvijas ārpolitisko prioritāšu ietekme valsts protokola funkcionālajā attīstībā

Abstract

Bakalaura darbā “Latvijas ārpolitisko prioritāšu ietekme valsts protokola funkcionālajā attīstībā” analizētas pastāvošās saites starp Valsts protokola funkcijām un to nozīmi valsts ārpolitisko prioritāšu jeb mērķu sasniegšanā. Lai skaidrotu pastāvošo sazobi starp minētajiem elementiem, darbā tiek izmantota institucionālisma teorija, kas daļā gadījumu specifiski izskata socioloģiskā institucionālisma piemērotību mijiedarbības skaidrošanai starp Protokolārajām funkcijām un stratēģiski izvirzītajiem valsts ārpolitiskajiem mērķiem. Pētījuma procesā, izmantojot kvalitatīvo pētījuma metodi, tiek analizēti valsts ārpolitiskie mērķi un daļēji strukturētu interviju veidā iegūtā informācija tiek piemērota analīzes atziņām. Pētījuma mērķis ir izpētīt Latvijas ārpolitisko prioritāšu ietekmi uz valsts protokola funkcionālo attīstību kopš 2011. gada. Lai izpildītu izvirzīto mērķi, tiek izvirzīti sekojoši uzdevumi: izstrādāt pētījuma teorētisko ietvaru, kas balstīts institucionālisma teorijā, skaidrojot institūciju nozīmi politikas veidošanā, tai skaitā analizējot ārpolitiskos procesus. Tiek veikta Latvijas Valsts protokola funkciju raksturošana, plašākā kontekstā apskatot arī starptautiskā protokola iezīmes un pārņemtās funkcijas. Darbā tiek raksturotas arī Latvijas ārpolitiskās prioritātes kopš 2011. gada, noslēgumā pētot ārpolitisko prioritāšu mijiedarbību ar valsts protokola funkcijām Latvijā. Lai reaģētu uz darbā iegūto informāciju, tiek izvirzīta hipotēze - Latvijas ārpolitikas prioritātes neietekmē Valsts protokola pamatfunkcijas. Būtiskākie darba gaitā iegūtie secinājumi saistīti ar hipotēzes apstiprināšanos, jo pētījuma gaitā tika identificēta Valsts protokola salāgošanās ar ārpolitisko prioritāšu izvirzītājiem attīstības virzieniem, taču to ietekme nav vērtējama kā būtisku funkcionālu pārmaiņu pamats. Ņemot vērā plašo ārpolitikas prioritāšu loku, Valsts protokols ir ticis stratēģiski pielāgots dažādām ģeopolitiskās vides pārmaiņām, piemēram, Covid-19 pandēmijas laikā Valsts protokola funkcijas pārnesto digitālajā vidē. Tiek secināts, ka globālās tendences Valsts protokola funkcijas pielāgo, taču nemaina mērķu sasniegšanai, secinot, ka Valsts protokola galvenais uzdevums ir kalpot par instrumentu ārpolitisko prioritāšu panākšanai.

The Bachelor thesis on "Influence of Latvia's foreign political priorities in the functional development of the State Protocol" explores the existing links between the functions of the State Protocol and their significance in achieving the State's foreign political priorities or objectives. In order to explain the existing drawbacks between these elements, the work uses the theory of institutionalism, which in some cases specifically examines the suitability of sociological institutionalism to explain the interaction between the protocol functions and the strategic foreign policy objectives of the country. The research process analyses the country's foreign policy objectives using the qualitative study method and applies the information obtained through partially structured interviews to the analysis findings. The study aims to examine the impact of Latvia's external political priorities on the functional development of the State Protocol since 2011. In order to achieve the objective pursued, the following objectives shall be pursued: develop the theoretical framework of the study, which is based on the theory of institutionalism, explaining the role of institutions in policy-making, including by analyzing foreign political processes. A description of the functions of the State Protocol of Latvia is performed, taking into account also the features of the international protocol and the functions taken over in a broader context. The work also describes Latvia's foreign political priorities since 2011, concluding by studying the interaction of foreign political priorities with the functions of the state protocol in Latvia. In order to respond to the information obtained at work, a hypothesis is raised - Latvia's foreign policy priorities affect the basic functions of the State Protocol. The main conclusions reached in the course of the work are related to the confirmation of the hypothesis because, during the study, the alignment of the State Protocol with the development directions of the external political priorities was identified. However, the impact thereof cannot be assessed as the basis for significant functional changes. Given the wide range of foreign policy priorities, the State Protocol has been strategically tailored to various changes in geopolitical environments, such as the functions of the State Protocol in the digital environment carried forward during the COVID-19 pandemic. It is concluded that global tendencies adjust the functions of the State Protocol but do not change them in order to achieve the objectives, concluding that the main task of the State Protocol is to serve as a tool for achieving external political priorities.
