Ķīnas Tautas Republikas ekonomisko un politisko interešu realizēšana Āfrikas ragā: Addis Ababa-Džibuti dzelzceļa un Dorale ostas savienojuma analīze

Abstract

Bakalaura darba tēma ir “Ķīnas Tautas Republikas ekonomisko un politisko interešu realizēšana Āfrikas ragā: Addis Ababa- Džibuti dzelzceļa un Dorale ostas savienojuma analīze”. Šajā darbā caur ofensīvā reālisma principiem tiek pētīta Ķīnas Tautas Republikas interešu izpausme Āfrikas ragā, balstoties uz Ķīnas sadarbības piemēriem ar divām no šī reģiona valstīm- Etiopiju un Džibuti. Kā pētniecības pamats tika izvirzīta Addis Ababa Džibuti dzelzceļa līnijas un Dorale ostas savienojuma analīze, saistībā ar tās nozīmi Ķīnas Tautas Republikas plašākajā plānā par Jostas un ceļa iniciatīvas attīstīšanu Āfrikas ragā. Saistībā ar Ķīnas virzītās Jostas un ceļa iniciatīvas ģeogrāfisko plašumu ir būtiski individuāli izpētīt katra iesaistītā reģiona pieredzi padziļinātas sadarbības veidošanā ar vienu no pasaules spēcīgākajām lielvarām. Āfrikas rags ir pozicionēts ģeogrāfiski stratēģiskā pozīcijā ar tiešu piekļuvi trīs pasaules reģioniem- Tuvie Austrumi, Eiropa un Āfrika- kas padara to par ekonomiski un politiski nozīmīgu teritoriju lielvaru savstarpējā konkurencē. Tādēļ, ir aktuāli noskaidrot vai Ķīnas Tautas Republika Āfrikas ragā veic lielizmēra infrastruktūras, kā Addis Ababa- Džibuti dzelzceļa līnijas un Dorale ostas būvniecību ar vienīgo mērķi palielināt savu ekonomisko varu vai papildus spēcināt savas politiskās pozīcijas reģionā, attiecībā pret citām lielvarām, kā Amerikas Savienotās valstis. Darba gaitā šī problēma tiks pētīta trīs pamat nodaļu ietvaros, pirmajā nodaļā apskatot reālisma teorijas pamat uzstādījumus. Otrajā nodaļā sniedzot ieskatu par Ķīnas Tautas Republikas konkurences vēsturisko kontekstu Āfrikas ragā, kopš 2010. gada. Savukārt, trešajā nodaļā padziļinātāk izpētot Ķīnas Tautas Republikas ekonomiskās un politiskās intereses Āfrikas ragā un to realizāciju caur Addis Ababa- Džibuti dzelzceļa līniju. Darba mērķis ir izpētīt Ķīnas Tautas Republikas ekonomisko un politisko interešu veicināšanu Āfrikā, izmantojot Addis Ababa-Džibuti dzelzceļa un Dorale ostas savienojumu. Savukārt pētījuma hipotēze: Ķīnas Tautas Republika veicina infrastruktūras objektu attīstību Āfrikas ragā ar mērķi iegūt reģionālā hegemona statusu. Darba gaitā varēja novērot, ka Āfrikas raga ietvaros, Ķīnas darbības atbilda nostādījumiem, kas norāda uz valsts tieksmi pēc hegemona statusa. Izpaudās tādi aspekti, kā: varas palielināšana uz vājāku aktoru rēķina, centieni palielināt ekonomisko varu, militārās varas palielināšana caur ekonomisko varu un centieni mazināt citu lielvaru ietekmi reģionā.

The subject of the bachelor’s work is “Realization of the Economic and Political Interests of the People's Republic of China in the Horn of Africa: An Analysis of the Addis Ababa-Djibouti Railway and Doraleh Port Link” Through the offensive realism, this work explores the expression of the interests of the People's Republic of China in the Horn of Africa, building on examples of Chinese cooperation with two countries in the region - Ethiopia and Djibouti. Addis Ababa- Djibouti rail line and the Doraleh Port link - was put forward as a basis for research, due to its role in the China's broader plan to develop a Belt and Road Initiative. In the context of the geographic scope of the China-led Belt and Road Initiative, it is essential to examine individually the experience of each region involved in strenghtening cooperation with one of the world's most powerful powers. The Horn of Africa is in geographically strategic position with direct access to three regions of the world - the Middle East, Europe and Africa - making it an economically and politically important area in competition between superpowers. It is therefore important to clarify whether the People's Republic of China is carrying out large-scale infrastructure in the Horn of Africa, such as the Addis Ababa - Djibouti railway line and the port of Doraleh, with the sole objective of increasing its economic power or further strengthening its political positions in the region, vis à-vis other powers such as the United States of America. As the work progresses, the problem will be explored in three main chapters, with the first chapter looking at the basic settings of realism theory. The second chapter provides an insight into the historical context of competition of the People's Republic of China in the Horn of Africa since 2010. On the other hand, in Chapter three, will be a more in-depth examination of the economic and political interests of the People's Republic of China in the Horn of Africa and their realization through the Addis Ababa - Djibouti railway line. Aim of this paper is to explore promotion of the economic and political interests of the People's Republic of China in African horn through the Addis Ababa-Djibouti rail-Doraleh port link. The study hypothesis: the People's Republic of China promotes the development of infrastructure facilities in the Horn of Africa with the aim of acquiring regional hegemon status. In the course of the work, it could be observed that within the Horn of Africa, China's actions corresponded to the attitudes that indicate the country's desire for hegemon status.
