Demokrātisko normu ietekme uz starptautiskās palīdzības saņemšanu

Abstract

Bakalaura darbs “Demokrātisko normu ietekme uz starptautiskās palīdzības saņemšanu” analīzē tendenci demokrātisko normu kvalitātes pieaugumam pozitīvi korelēt ar saņemto starptautisko palīdzību. Lai skaidrotu šīs tendences teorētisko un kontekstuālo ietvaru, tiek izmantots normatīvā konstruktīvisma teorijas demokrātisko normu definējums un politiskās nosacītības koncepta sadarbības ietvars starptautiskajai palīdzībai. Pētījuma gaitā konkrētā tendence tiek identificēta, skaidrota un pamatota tās nozīme starptautisko attiecību pētniecībai. Pētījuma mērķis ir analizēt demokrātisko normu kvalitātes nozīmi saņemtās starptautiskās palīdzības apjomu kontekstā. Lai mērķi izpildītu, tiek izvirzīti sekojoši uzdevumi: izveidot nepieciešamo teorētisko bāzi, skaidrojot normatīvā konstruktīvisma teoriju un politiskās nosacītības konceptu, sniegt nepieciešamo kontekstu, definējot demokrātisko normu un starptautiskās palīdzības aspektus, veikt 3 daudzfaktoru regresijas analīzes, kas pārbauda vispārējo sakarību starp demokrātijas kvalitāti un 3 starptautiskās palīdzības veidiem, skaidrot daudzfaktoru regresijas analīzē iegūtos datus un to pielāgojamību starptautisko attiecību pētniecībai un veikt secinājumus par pētījuma rezultātiem. Lai spētu izsekot pētījuma gaitā iegūtos rezultātus, izvirzīta hipotēze, ka pastāv pozitīva sakarība starp demokrātisko normu ievērošanu un saņemtās starptautiskās palīdzības apjomiem. Galvenie darbā gūtie secinājumi, pirmkārt, saistīti ar hipotēzes daļēju apstiprināšanos, jo tika atklāts, ka pieaugot demokrātijas līmenim, pieaug saņemtā finansiālā un humanitārā palīdzība, taču militārās palīdzības apjomi samazinās. Otrkārt, iespējams identificēt, ka politiskās nosacītības koncepta teorētiskajā skaidrojumā atrodamā shēma, ka eksistē politisks priekšnoteikums, ko izvirza donors, pirms sniedz jebkāda veida palīdzību, efektīvi funkcionē arī konkrētajā pētījumā – demokrātiskās normas pilda politiskā priekšnoteikuma funkciju un starptautiskā palīdzība ir kaulēšanās objekts. Treškārt, jāatzīmē problemātika ar datu statistisko nozīmi un augsto jūtīguma pārbaužu koeficientu, kas, lai arī konkrētā pētījuma ietvaros tieši neiespaido iegūtos rezultātus un to savstarpējo interpretāciju, norāda uz nepieciešamību veikt papildus pētījumus konkrētajā tematiskajā blokā. No tā izriet, ka bakalaura darbam izvirzītā hipotēze daļēji apstiprinās.

Bachelor's thesis “The impact of democratic norms on receiving foreign aid” analyses the tendency of increases in the quality of democratic norms to correlate positively with the received foreign aid. In order to explain the theoretical and contextual framework of this tendency, the definition of democratic norms in normative constructivism theory and the framework of foreign aid found in political conditionality concept are used. In the course of the study, the specific trend is identified, explained and its role in international relations research is argued. The aim of the study is to analyze the importance of the quality of democratic norms in the context of the amounts of foreign aid received. In order to achieve the objective, the following tasks are set: establish the necessary theoretical base, explaining the theory of normative constructivism and the concept of political conditionality, provide the necessary context by defining aspects of democratic norms and foreign aid, perform 3 multivariate regression analysis, which test the overall correlation between democratic norms and 3 types of foreign aid, interpret the regression results and their adaptability in international relations research and draw conclusions from the findings. In order to trace the results of the study, a hypothesis is that there is a positive correlation between adherence to democratic norms and the amounts of foreign aid received. The main conclusions of the work relate, first of all, to the partial confirmation of the hypothesis, as it was found as the level of democracy increased, the financial and humanitarian aid received increased, but the amount of military assistance decreased. Secondly, it can be identified that the scheme found in the theoretical interpretation of the political conditionality concept, that there is a political prerequisite that the donor makes before providing any kind of assistance functions effectively in this study: democratic norms fulfil the role of a political prerequisite and foreign aid is the object of the bargaining. Thirdly, the statistical importance issue and the high coefficient of the robustness checks should be noted, which, although not directly affecting the results obtained and their interpretation in the context of the study, points to the necessity of further research in this area. In conclusion, the hypothesis of the bachelor thesis is partially approved.
