Abstract

Bakalaura darba tēma “Paplašinātās pirmās palīdzības sniegšanas problemātika kara apstākļos tiesiskā regulējuma tvērumā.” Tēmas aktualitāti pamato militāri bruņoti konfliktu un kara apstākļu, kā arī civilu krīzes un terorisma apkarošanas apstākļu esamība, kas mūsdienās nav retums. Gan militāru bruņoti konfliktu un kara apstākļu, gan civilu krīzes un terorisma apkarošanas apstākļu gadījumā pirmās palīdzības sniegšanai ir izšķiroša nozīme un jāsaprot, ka gūto traumu specifika atšķiras no traumu specifikas, kas radušās civilos apstākļos. Bakalaura darbs sastāv no 4 nodaļām. Pirmajā nodaļā ir sniegts ieskats par paplašinātā pirmā palīdzība: jēdziena skaidrojums un konceptuālais ietvars tiesiskā regulējuma tvērumā. Otrā nodaļa ir veltīta: paplašinātās pirmās palīdzības sniegšanas apmācības sistēmai. Trešajā nodaļā ir aplūkota paplašinātās pirmās palīdzības sniegšanas programmas. Ceturtajā nodaļā ir veltīta paplašinātās pirmās palīdzības sniegšana kara apstākļos civilā operatīvo dienestu kapacitāte salīdzinājumā ar militārā dienesta kapacitāti. Both in the case of military armed conflicts and war conditions, as well as in civilian crisis and counter-terrorism conditions, first aid is of crucial importance and it must be understood that the specifics of the injuries sustained are different from the specifics of the injuries that occurred in civilian conditions. Currently, only soldiers and national guardsmen are trained to provide extended first aid in situations of military armed conflicts and war conditions, but it is important that doctors, the State Fire Service and rescue service and State Police officials with special service ranks, municipal police officers and rescuers on the water. The aim of the bachelor's thesis is to develop recommendations for the development and implementation of the expanded first aid program by studying the system of implementation of the extended first aid training and the content framework of the program, as well as by learning the problems of the legal framework. The bachelor thesis consists of 4 chapters. The first chapter provides an overview of extended first aid: an explanation of the concept and a conceptual framework within the scope of the legal framework.
