Starpinstitucionālā sadarbība darbā ar vardarbībā cietušiem bērniem un tās problemātika

Abstract

Bakalaura darba nosaukums ir “Starpinstitucionālā sadarbība darbā ar vardarbībā cietušiem bērniem un tās problemātika”. Darbā tika atspoguļoti vispārējie jautājumi, kas skar starpinstitucionālās sadarbības lomu darbā ar vardarbībā cietušiem bērniem un ar to saistītās problēmas Latvijas Republikā. Autore darba ievadā ir pamatojusi izvēlētā temata aktualitāti – Latvijā ik gadu no vardarbības cietušo bērnu skaits nemazinās, turklāt starpinstitūciju sadarbības problemātika bērnu tiesību aizsardzībā ir viena no visnopietnākajām un biežāk sastopamām problēmām šajā jomā. Dažādas institūcijas, piemēram, Valsts bērnu tiesību aizsardzības inspekcijas, bāriņtiesas, policijas, sociālā dienesta un pašvaldības izglītības iestāžu darbinieki, bieži darbojas atsevišķi un nekoordinēti, kas var novest pie neefektīvas bērnu tiesību aizsardzības. Praksē nākas saskarties ar problēmu, ka izglītības iestādes pedagogi dažkārt ignorē pamanīto vardarbību pret bērnu un nekavējoši nesadarbojas ar attiecīgajām institūcijām, kā tas ir normatīvajā regulējumā paredzēts. Turklāt, izanalizējot bāriņtiesu, sociālo dienestu, policijas un izglītības iestādes kompetences un lomas bērnu tiesību aizsardzībā tiesisko regulējumu, tiek secināts, ka iestāžu darbinieku darba pienākumi pārklājas, tādējādi veicot preventīvos pasākumus vardarbībā cietuša bērna tiesību aizsardzībā, bērns atkārtoti tiek viktimizēts. Pētījuma mērķis: izpētīt starpinstitūciju sadarbību darbā ar vardarbībā cietušiem bērniem, identificēt problemātiku un piedāvāt ar to saistītos risinājumus. Pētījuma rezultātā gūts secinājums – Tikai aktīva starpinstitucionāla sadarbība dos efektīvu rezultātu vardarbībā cietušu bērnu upuru skaita samazināšanā. Speciālistiem, profesionāļiem, darbiniekiem ir jāpārzina savas kompetences, jāstrādā un jāveido šī sadarbība, lai laicīgi saskatītu, nenokavētu, spētu paredzēt iespējamos vardarbības riskus un atrastu iespējas kā tos mazinātu. Bakalaura darbs sastāv no ievada, trīs nodaļām ar apakšnodaļām, secinājumiem un priekšlikumiem, izmantotās literatūras un avotu saraksta. Bakalaura darbs apkopots 61 lappusēs. The title of the bachelor thesis is “Inter-institutional cooperation in working with abused children and its problems”. The paper reflected general issues related the role of inter-institutional cooperation in working with abused children and related problems in the Republic of Latvia. In the introduction of the work, the author has justified the highlight of the chosen topic - the number of children victims of violence in Latvia does not decrease annually, moreover, the problem of inter-institutional cooperation in the protection of children's rights is one of the most serious and frequently encountered problems in this field. Various institutions, such as the State Inspectorate for Protection of Children's Rights, the Orphan's and Custody Court, the police, social service office and employees of local government educational institutions, often operate separately and in an uncoordinated manner, which may lead to ineffective protection of children's rights. In practice, the problem is that teachers of educational institutions sometimes ignore the reported violence against the child and do not immediately cooperate with the institutions concerned, as required by the regulatory framework. In addition, by analyzing the legal framework of the competence and role of the Orphan's and Custody Court, social service office, the police and educational institution in the protection of children's rights, it is concluded that the work duties of the employees of the institutions overlap, thus, when taking preventive measures to protect the rights of a child who has suffered violence, the child is repeatedly victimized. Research objective: to investigate inter-institutional cooperation in working with abused children, identify problems and propose related solutions. The study concludes that - Only active inter-institutional cooperation will lead to an effective result in reducing the number of victims of child violence. Specialists, professionals, employees must be familiar with their competences, work and build this cooperation in order to see, not miss, to anticipate potential risks of violence and to ways to mitigate them in a timely manner. The bachelor thesis consists of the introduction, three chapters with subdevisions, conclusions and proposals, bibliography. The bachelor thesis is summarized in 61 pages.
