Abstract

Iekšējās drošības dienesti pārsvarā tiek veidoti lielākās organizācijās un uzņēmumos, nolūkā nodrošināt personāla, apmeklētāju un infratruktūras drošību. Apsardzes darbības likums nosaka iekšējās drošības dienesta izveidošanas un darbības kārtību, apzinotis, ka policija nespēj nodrošināt absolūto sabiedrisko kārtību un drošību katrā iestādē vai uzņēmumā, līdz ar to visā pasaulē tiek veidoti apsardzes uzņēmumi un organizāciju iekšējās drošības dienesti. Iekšējo drošības dienestu darba organizācijā pastāv tiesiska un praktiska rakstura problēmas. Bakalaura darba mērķis ir analizēt iekšējo drošības dienestu aktuālos tiesību jautājumus, kas rada praktiska rakstura problēmas, identificēt šīs problēmas un izstrādāt to iespējamos risinājumus. Pētījuma rezultātā autors konstatē, ka iekšējo drošības dienestu darbības tiesiskais regulējums ir sadrumstalots, un tas rada tiesību normu kolīzijas, kas ir jānovērš, izstrādājot jaunas normas. Tiesiskā regulējuma piemērošanā iekšējā drošības dienesta darbībā pastāv problēmas un šo problēmu iespējamie risinājumi ir iekļauti autora izstrādātajos priekšlikumos.

Internal security services are mostly formed in larger organizations and companies, with the aim of ensuring the safety of personnel, visitors and infrastructure. The SecurityGuard Activities Law determines the procedure for the forming and operation of the internal security service, taking into account the fact that the police cannot ensure absolute public order and security in every institution or company, therefore, security companies and internal security services of organizations are formed all over the world.

There are legal and practical problems in the work organization of internal security services.

The aim of the bachelor's work is to analyze the current legal issues of the internal security services, which cause problems of a practical nature, to identify these problems and to offer their possible solutions.

As a result of the research, the author finds that the legal regulation of the internal security services is fragmented, and this creates conflicts of legal norms, which must be eliminated by developing new norms. There are problems in the application of the legal regulation in the operation of the internal security service, and possible solutions to these problems are included in the proposals developed by the author.
