Starpinstitūciju agrīnā preventīvā atbalsta sistēma bērnu un jauniešu attīstības potenciāla stiprināšanai

Abstract

Ikviena bērna dzīvē svarīga loma ir ģimenei. Tā ir vide, kur iespējams saņemt beznosacījuma mīlestību, atbalstu, drošības sajūtu, sapratni. Ģimene ir fundamentāls pamats bērna pilnvērtīgai attīstībai nākotnē. Tieši ģimenē, pateicoties audzināšanai, bērns iemācās pieņemt noteikto kārtību, ievērot robežas savai darbībai un rīcībai un saprast, kā rīkoties dažādās dzīves situācijās. Bakalaura darba “Starpinstitūciju agrīnā preventīvā atbalsta sistēma bērnu un jauniešu attīstības potenciāla stiprināšanai” mērķis ir izpētīt starpinstitūciju agrīnā preventīvā atbalsta sistēmas ieviešanas progresu. Bakalaura darbs sastāv no teorētiskās un pētnieciskās daļas. Darba teorētiskajā daļā aprakstīts agrīnās preventīvās atbalsta sistēmas konceptuālais modelis Latvijā; pētīta starptautiskā pieredze agrīnā preventīvā atbalsta sistēmas izveidē; analizēti iespējamie riska faktori, kas kavē bērnu un jauniešu attīstības potenciālu; raksturota intervences metodika bērnu attīstības pilnveidošanai un izvērtēta atbalsta pakalpojumu pieejamība Bauskas un Saldus novada pašvaldībās. Darba pētnieciskajā daļā autore veica pētījumu par dažādu jomu iesaistīto speciālistu aktivitātēm, ko veic partneri, lai attīstītu agrīnā preventīvā atbalsta sistēmā paredzētos pakalpojumus un kā iesaistītās puses vērtē agrīnās preventīvās atbalsta sistēmas ieviešanu. Pētījuma daļa sastāvēja no intervijas, kurā piedalījās 3 speciālisti, no kuriem viens - Latvijas Zinātnes padomes eksperts un anketēšanas, kurā atbildes sniedza 39 respondenti, pārstāvot veselības aprūpes nozari, izglītības nozari un labklājības nozari. Lai spētu starpprofesionāļu komandas speciālisti profesionāli, savas kompetences ietvaros risināt bērnu un jauniešu dažāda rakstura problēmas, saistītas ar veiksmīgu bērnu un jauniešu attīstības potenciāla veicināšanu, ir svarīga starpinstitucionālā sadarbība, kas darbojas kopīga mērķa sasniegšanai. Sadarbībai ir jābūt vienotai, mērķtiecīgai, profesionālai un ar darbības efektivitāti, vērstai uz bērniem, jauniešiem un viņu ģimenēm.

Family plays an important role in a child’s life. It is an environment where it is possible to receive unconditional love, support, a sense of security, understanding. Family is the fundamental basis for the child’s full development in the future. It is in the family, thanks to upbringing, a child learns to understand how to act in different life situations, to accept the established order, to follow the limits of their own activities and actions. The aim of the bachelor’s thesis ‘’Inter-institutional early preventive support system for strengthening the development potential of children and young people’’ is to study the progress of the implementation of the early preventive support system of the institutions. The bachelor thesis consists of a theoretical and research part. In the theoretical part of the work, the conceptual model of an early preventive support system in Latvia is described; international experience in the creation of an early preventive support system is studied; possible risk factors that hinder the development potential of children and young people are analyzed; the intervention methodology for improving children's development is described and the availability of support services in the municipalities of Bauska and Saldus regions is evaluated. In the research part of the work, the author conducted a study on the activities of specialists from various fields, which are carried out by partners to develop the services provided in the early preventive support system and how the involved parties evaluate the implementation of the early preventive support system. The research part consisted of an interview in which 3 specialists participated, one of whom - an expert of the Latvian Science Council, and a questionnaire, in which 39 respondents answered, representing the health care sector, the education sector and the welfare sector. For the specialists of the interprofessional team to be able to professionally, within the scope of their competence, solve various problems of children and young people, which are related to the successful promotion of the development potential of children and young people, inter-institutional cooperation that works to achieve a common goal is important. Cooperation must be unified, purposeful, professional and with an operational efficiency – focused on children, young people and their families.
