Nelegālas migrācijas kriminoloģiskās problēmas

Abstract

Darba tēma ir „Nelegālās migrācijas kriminoloģiskās problēmas”. Darba mērķis ir, identificējot nelegālās migrācijas kriminoloģiskos aspektus Latvijā, izstrādāt priekšlikumus tās novēršanā. Darbā tiek pētīti nelegālie migrācijas teorētiskie aspekti; izpētīti nelegālo migrāciju nosakošie faktori, analizēts normatīvais regulējums attiecībā uz nelegālo migrāciju; analizēta 3.pasaules valstu iesaiste nelegālajā migrācijā Latvijā un Eiropas Savienībā; analizēts nelegālās migrācijas stāvokli un tendences un izdarīti secinājumus un izteikti priekšlikumus nelegālās migrācijas samazināšanā Latvijā. Pamatojoties uz literatūras analīzi un normatīvajiem aktiem tiek konstatēts, ka neraugoties uz daudzām apmācību aktivitātēm, kas reģionā veiktas pēdējos gados, divpusējās un starptautiskās tehniskās sadarbības ietvaros, visaptverošs mācību programmu kopums, kas pielāgots ES acquis, standartiem un politikai nelegālā migrācija, vēl nav pieejama. Līdz ar to nepieciešama sadarbības stiprināšana ar izcelsmes valstīm un sadarbības veicināšana ar stratēģiskajiem partneriem, lai novērstu nelikumīgu migrāciju, izmantojot papildināmības darbības. Darba apjoms ir 54 lpp.

The topic of the work is "Criminological problems of illegal migration". The aim of the work is to develop proposals for its prevention, considering the criminological aspects of illegal migration in Latvia. The work examines the theoretical aspects of illegal migration; the determining factors of illegal migration are studied, the regulatory framework regarding illegal migration is analyzed; the involvement of 3rd world countries in illegal migration in Latvia and the European Union is analyzed; analyzed the state and trends of illegal migration and made conclusions and expressed proposals for reducing illegal migration in Latvia. Based on the literature analysis and regulatory enactments, it is established that despite many training activities carried out in the region in recent years, within the framework of bilateral and international technical cooperation, a comprehensive set of training programs adapted to the EU acquis, standards and policy on illegal migration is not yet available. Therefore, it is necessary to strengthen cooperation with countries of origin and promote cooperation with strategic partners to prevent illegal migration through complementarity actions. The volume of work is 54 pages.
