Sākumskolas izglītības līmeņa attālināto mācību procesa vadības izvērtējums (Cēsu un Valmieras reģiona piemērs)

Abstract

Pirms attālinātā mācību procesa sākšanās Izglītības un zinātnes ministrija publicēja speciāli veidotas vadlīnijas, kas apkopoja informāciju, kādus principus ievērot, vadot mācības attālināti. Pētījuma ietvarā vadlīniju realizācija tiek apskatīta tieši sākumskolas izglītības līmenī, un par piemēru ir izvēlēti Cēsu un Valmieras reģioni. Šī pētījuma mērķis ir izvērtēt IZM attālinātā mācību procesa vadlīniju realizāciju Cēsu un Valmieras reģionā, sākumskolas grupā. Lai sasniegtu pētījuma uzstādīto mērķi, darbā tiek veikti sekojoši uzdevumi: aprakstīta jaunā instituionālisma un racionālās izvēles teorija, apskatīts attālinātā mācību procesa norises raksturojums starptautiskajā telpā, izanalizētas IZM un Izglītības satura centra sniegtās vadlīnijas attālinātā mācību procesa īstenošanai, aprakstīts pedagogu redzējums IZM attālināto mācību vadlīniju kontekstā un salīdzinātas attālinātajam mācību procesam sniegto vadlīniju sakritība ar reālo mācību procesa gaitu Cēsu un Valmieras reģionā. Darbā izmantotas kvalitatīvā pētījuma metodes- dokumentu, video ierakstu, masu publikāciju analīze un piecas daļēji strukturētas intervijas ar izglītības politikas ieviesēju un praktizētāju pusi. Darba noslēgumā tiek veikta salīdzinošā analīze, kas balstīta uz vadlīniju analīzes un praktiķu redzējuma par vadlīniju izpildi.

The topic of this master's thesis is "Evaluation of the distance learning management at the primary school level (Cēsis and Valmiera’s region case study)". The order of the Cabinet of Ministers on March 13, 2020 determined the introduction of the distance learning process throughout the country. This was an unprecedented event in the history of the Latvian education system, which changed the usual experience and perspective on the education process for most students and teachers. This experience of distance learning has highlighted a number of issues that existed in the education system long before the pandemic. Prior to the start of the distance learning process, the Ministry of Education and Science published specially developed guidelines that summarized the guiding principles for conducting distance learning. Within the framework of this research, the implementation of the guidelines is evaluated at the level of primary school education, the regions of Cēsis and Valmiera have been chosen as case studies. The aim of this thesis is to evaluate the implementation of the distance learning process guidelines in the Cēsis and Valmiera regions, in the primary school group. In order to achieve the goal of the research, the following tasks are performed: analysis of the new theory of institutionalism and rational choice theory, the description of the distance learning process in the international envirnoment is considered, analysis of the guidelines provided for the distance learning process with the real course of the learning process in the Cēsis and Valmiera regions is compared. The methods of qualitative research are used in the research - analysis of documents, video recordings, mass publications and five semi-structured interviews with education policy implementers and practitioners. Finally, a comparative analysis is performed, which is based on the analysis of the guidelines and the practitioners' vision of the implementation of the guidelines.
