Vēja enerģijas ražošana Latvijā: valdības stratēģiskā naratīva un Kurzemes plānošanas reģiona politisko naratīvu salīdzinājums (2019 - 2022)

Abstract

Pieņemot stratēģisko naratīvu par klimata pārmaiņām, 2019. gādā, līdz ar Krišjāņa Kariņa Ministru Kabineta darba sākumu, par vienu no politikas prioritātēm klimatneitralitātes sasniegšanai izvirzīta saražotās elektroenerģijas no atjaunojamiem resursiem īpatsvara palielināšana. Visatbilstošākā Latvijas situācijai izvēlēta vēja enerģija. Taču, lai šādu politiku īstenotu, svarīgi, lai tā tiktu akceptēta arī reģionu kopienās, kurās vēja parku būvniecība tiek realizēta. Būvniecības akcepts notiek lēmuma pieņemšanas procesā vietējā pašvaldībā. Viens no veidiem, kā valdības izvēlētās politikas akceptēšanu izmērīt, ir izpētī sabiedrībā valdošos naratīvus attieksmē pret konkrēto politiku. Pētījumā izvirzīts mērķis salīdzināt Latvijas valdības stratēģisko naratīvu par vēja enerģijas ražošanu ar Kurzemes plānošanas reģiona politiskajiem naratīviem laika periodā no 2019. gada 7. maija līdz 2022. gada 22. martam un novērtēt to savstarpējo saskaņotību. Saskaņā ar stratēģiskā naratīva teoriju – jo saskaņotāks naratīvs ir tā formēšanas, izplatības un uztveres fāzēs, jo lielāka iespējamība tam tikt pieņemtam sabiedrībā. Pētījumā izvirzīta hipotēze, ka valdībai tikai daļēji izdodas mobilizēt Kurzemes plānošanas reģiona politisko eliti, sabiedrību un masu medijus ap savu stratēģisko naratīvu par vēja enerģijas ražošanu un vietējās kopienās izplatīti arī alternatīvi politiskie naratīvi. Pētījuma ietvaros aprakstīs Latvijas valdības stratēģiskais naratīvs. Izanalizēta stratēģiskā naratīva projekcija reģiona politiskajā elitē, medijos. Savukārt, identificējot reģiona politiskos naratīvus attieksmē pret vēja enerģijas ražošanu, noteikta valdības stratēģiskā naratīva uztvere sabiedrībā. Pētījums balstīts politiskā procesa teorijas Naratīvās politikas ietvarā un Stratēģiskā naratīva teorijā. Tajā izmantota kvalitatīvā pētījuma metode – satura analīze. Pētījuma rezultātā konstatēts, ka reģionā izplatīti alternatīvi politiskie naratīvi valdības stratēģiskajam naratīvam par vēja enerģijas ražošanu un valdības stratēģiskais naratīvs pieņemts tikai vienā trešdaļā Kurzemes plānošanas reģiona sabiedrības. Pētījums sastāv no trim nodaļām – teorētiskā pārskata pirmajā nodaļā, valdības stratēģiskā naratīva apraksta un reģiona politisko naratīvu izpētes otrajā nodaļā un valdības stratēģiskā naratīva un Kurzemes plānošanas reģiona politisko naratīvu saskaņotības analīzes trešajā nodaļā.

The approval of the strategic narrative on the climate change issued in 2019, with the beginning of the work of the Cabinet of Ministers of Krisjanis Karins, one of the priorities of the politics to achieve the climate neutrality, was the increase in the share of electricity from the renewable resources. The wind energy is accepted as the most appropriate source for Latvia’s situation. However, in order to implement such a policy, it is important that policy should be accepted in the regional communities. One of the ways how to measure the acceptance of the wind energy policy chosen by the government, is to research the dominating narratives towards wind energy production in public. The research aims to compare the strategic narrative of the government of Latvia on the wind energy production with the policy narratives of Kurzeme’s planning region during the period of 7th May 2019 until 22nd March 2022. It is also important to assess their mutual interaction. According to the theory of the strategic narrative, the more coherent the narrative is in forming, distribution and perception stages, the more likely it is accepted in society. The proposed hypothesis predicts that the government partly manages to mobilize the political elite, society and mass media of the Kurzeme planning region around its strategic narrative on the wind energy and alternative policy narratives are spread in local communities. The paper includes research of the projection of the strategic narrative in the region’s public. Furthermore, identifying the region’s policy narrative towards wind energy production, the perception of the government’s strategic narrative has been defined in society. The study is based on theories on policy process, Narrative Policy Framework and Strategic narrative theory. It has been found that alternative narratives on wind energy production are distributed in the region and the government’s strategic narrative is adopted only in one-third of Kurzeme’s planning region’s public. The study includes three chapters: the theoretical framework, description of the government’s strategic narrative and the study of the regional policy narratives. The third chapter involves the analysis of interaction of policy narratives in Kurzeme’s planning region and government strategic narrative on wind energy production.
