Valsts rīcībpolitika reģionos mājokļu jautājumā Latvijā laika posmā 2016.-2021.gads

Abstract

Maģistra darba nosaukums ir “Valsts rīcībpolitika reģionos mājokļa jautājumā Latvijā 2016. - 2021. gads”. Darba mērķis ir izpētīt valsts mājokļu politikas ietekmi uz pašvaldību rīcībpolitiku mājokļa jautājumu risināšanā, izvērtējot Latvijas pašvaldību labās prakses piemērus reģionos. Mājoklis ir cilvēka dzīves telpa, viņa drošības un labsajūtas garants, tādēļ likumsakarīgi, ka mājoklis ir katra indivīda sociālā pamatvajadzība un viena no cilvēka pamattiesībām. Mājokļa nodrošinājums ir arī iedzīvotāju labklājības un tautsaimniecības attīstības rādītājs, tādēļ mājokļa jautājuma risināšana ir viena no Latvijas pašvaldību prioritātēm. Un neefektīva mājokļa politika var izraisīt krīzi gan palīdzības sniegšanā mājokļa jautājuma risināšanā, gan mājokļu tirgū Latvijas reģionu pašvaldībās. Maģistra darbs veido trīs daļas, kur pirmajā tiek apskatīts mājokļa jautājuma izpētes teorētiskais pamatojums, mājokļa funkcijas un mājokļa politikas process un ietekme. Otrajā nodaļā tiek sniegts mājokļu nozares Latvijā vispārējs raksturojums, tiek analizēti mājokļu politikas plānošanas dokumentu un tiesības uz mājokli nodrošināšana. Darba trešajā daļā tiek apskatīti Latvijas pašvaldību izaicinājumi mājokļu jautājumu risināšanā un labās prakses piemēri reģionos un apkopotas intervijas ar institūciju pārstāvjiem un ekspertiem. Pētījuma noslēgumā formulēti galvenie secinājumi un ieteikumi. Pētījumā izmantotas sekojošas kvalitatīvās informācijas iegūšanas un analīzes metodes: normatīvo dokumentu analīze, gadījumu analīze, izmantoti analītisko procesu hierarhijas metodes elementi, veiktas daļēji strukturētās intervijas. Tika secināts, ka Latvijā trūkst konceptuāla redzējuma mājokļu politikas jomā, jo ilgstoši nav bijusi izstrādāta vienota valsts mājokļa politika un joprojām tiek risinātas privatizācijas un denacionalizācijas sekas un ka jaunu mājokļu būvniecība reģionos nav sistēmiska, tie ir atsevišķi pašvaldību iniciēti projekti. Strauji augošais pieprasījums pēc mājokļiem reģionos ierobežo cilvēkresursu piesaisti, uzņēmējdarbības attīstību un mobilitātes nodrošināšanu.

The title of the master's thesis is "State Policy in the Regions on Housing in Latvia 2016 - 2021". The aim of the work is to study the impact of the state housing policy on the local government policy in solving housing issues, evaluating the examples of good practice of Latvian local governments in the regions. Housing is the living space of a person, the guarantor of his security and well-being, therefore it is natural that housing is a basic social need of an individual and one of the fundamental human rights. The provision of housing is also an indicator of the well-being of the population and the development of the national economy, therefore solving the issue of housing is one of the priorities of Latvian local governments. And an inefficient housing policy can cause a crisis both in providing assistance in solving the housing issue and in the housing market in the municipalities of Latvia's regions. The master's thesis consists of 3 parts, where the first one deals with the theoretical basis of housing research, the functions housing, and the process housing policy and its impact. The second chapter provides a general description of the housing sector in Latvia, analyses the housing policy planning documents and the provision of the right to housing. The third part of the dissertation deals with the challenges of Latvian local governments in solving housing issues and examples of good practice in the regions, as well as it summarizes interviews with representatives of institutions and experts. The main conclusions and recommendations are formulated at the end of the study. The following methods of obtaining and analysing qualitative information were used in the research: analysis of normative documents, case analysis, elements of the hierarchical method of analytical processes were used, partially structured interviews were performed. It was concluded that Latvia lacks a conceptual vision in the field of housing policy, as a unified state housing policy has not been developed for a long time and the consequences of privatization and denationalization are still being addressed and that the construction of new housing in the regions is not systemic. The rapidly growing demand for housing in the regions limits the attraction of human resources, the development of entrepreneurship and the provision of mobility.
