Iekļaujošas nodarbinātības politikas īstenošana darbspējīgajiem patversmes iemītniekiem

Abstract

Maģistra darbā teorētiskajā daļā tiek analizēta iekļaujošas nodarbinātības politika Latvijā un citās Eiropas valstīs. Tiek apskatīti un pētīti iekļaujošas nodarbinātības politikas noteicošie dokumenti, ko izstrādājusi Eiropas komisija, OECD, LM u.c. Apskatīti arī Daugavpils valsts pilsētas pašvaldības normatīvie dokumenti par nodarbinātības politikas īstenošanas pasākumu kārtību. Iekļauta informācija par nevalstisko organizāciju darbu nodarbinātības veicināšanā. Apskatīts patversmes pakalpojums, raksturoti patversmes pakalpojuma saņēmēji un sociālais darbs ar darbspējīgiem patversmes iemītniekiem un tā specifika. Aprakstīta arī cilvēkkapitāla, sociālā kapitāla, finansiālā kapitāla un spēka perspektīvas ietekme un nepieciešamība darbā ar patversmes nenodarbinātiem iemītniekiem. Praktiskajā daļā pētīti patversmes iemītnieku nodarbinātības šķēršļi un iespējas. Apkopoti dati un iegūti viedokļi no patversmes iemītniekiem un speciālistiem, kuri pauda viedokļus par pašvaldības darbu un iespējamajiem šķēršļiem un situāciju kopumā, kas skar nodarbinātības iespējas. Veikts pētījums, kurš apstiprina un pierāda, ka pastāv konkrēti šķēršļi. Veikti secinājumi un izstrādāti ieteikumi situācijas uzlabošanai. Theoretical part of the master’s thesis reviews inclusive employment policy in Latvia and other European countries. Documents on inclusive employment policy, developed by the European Commision, OECD, LM and others, are reviewed and studied. Also, normative documents of Daugavpils state city government on employment policy implementation order are reviewed. Information on employment promotion of non-governmental organisations is included. Shelter service is reviewed, shelter service end-users and social work with able-bodied shelter residents are characterised. Furthermore, impact and requirement of human capital, social capital, financial capital and its strength on the unemployed residents of the shelter are described. Practical part includes research of obstacles and opportunities for the shelter residents. Data has been gathered and shelter resident and specialist opinions obtained from those individuals, who expressed their views on the local government employment, obstacles and the situation in general in terms of employment opportunities.
