Krievijas stratēģija ietekmes sfēras stiprināšanā Baltkrievijā

Abstract

Maģistra darba mērķis ir identificēt un analizēt izmaiņas Krievijas stratēģijā savas ietekmes stiprināšanā Baltkrievijā pēc 2020. gadā notikušajām Baltkrievijas prezidenta vēlēšanām un no tām izrietošajiem masu protestiem. No darba mērķa arī izriet instrumentu identificēšana un aprakstīšana, kurus Krievija pielieto savas ietekmes stiprināšanas palielināšanā Baltkrievijā. Sasniedzot darba mērķi, tiks pārbaudīta sekojošā hipotēze: savas ietekmes sfēras stiprināšanā Baltkrievijā, Krievijai visnozīmīgākā ir militārā instrumenta pielietošana, jeb abu valstu militārās sadarbības virzīšana, no kura izriet ne tikai Krievijas iespēja stiprināt abu valstu militāro integrāciju, bet arī no stratēģiskā viedokļa skatoties, iespēja stiprināt savu reģionālo drošību. Paralēli darbā tiek aplūkoti arī ekonomiskais instruments un citi instrumenti ar kuriem ir jāsaprot vairāku instrumentu kopums – propaganda, dezinformācija, krievu kultūras veicināšana, situācijas izdevības izmantošana utt. Darba ietvarā tiek aplūkota ne tikai Krievijas un Baltkrievijas attiecību attīstības dinamika laiku gaitā, bet tiek analizētas arī Krievijas ārpolitiskās prioritātes un tās redzējums uz to, kas ir tās nacionālo interešu lielākais apdraudējums. Savukārt, Krievijas oficiālo dokumentu analīze sniegs plašāku ieskatu ne tikai uz to kādu Krievija redz starptautisko sistēmu sev apkārt, bet arī to, kā Krievija šajā sistēmā redz sevi un savu lomu. Veicot darba teorētisko izpēti, īpaša uzmanība tiek pievērsta tam kāda ir Krievijas motivācija savas ietekmes sfēras stiprināšanā Baltkrievijā. Būtiski ir arī tas, ka šī darba kontekstā tiek ieskicētas atbildes uz to, ka Krievijas ietekmes palielināšanās Baltkrievijā noteikti nav jādefinē kā tās konvencionāla, vai nekonvencionāla militārā operācija, bet drīzāk kā uz piespiedu sadarbību un sava veida atkarības vairošanu tendēta Krievijas stratēģija.

The aim of the master's thesis is to identify and analyze changes in Russia's strategy for strengthening its influence in Belarus after the 2020 presidential elections and the following mass protests. It also defines the aim of this work to identify and describe the tools that Russia is using to increase its influence in Belarus. Achieving the goal of the work, the following hypothesis will be tested: the most important instrument for Russia to strengthen its sphere of influence in Belarus is the use of a military instrument that will set preconditions or the promotion of military cooperation between the two countries and also strengthen its regional security. In parallel, the work also looks at the economic instrument and other instruments that need to be understood as a set of instruments - propaganda, disinformation, promotion of Russian culture, seizing the opportunity, etc. The work not only examines the dynamics of the development of Russian-Belarusian relations over time, but also analyzes Russia's foreign policy priorities and its vision of what is the greatest threat to its national interests. In turn, the analysis of Russia's official documents will provide a broader insight not only into how Russia sees the international system around it, but also how Russia sees itself and its role in this system. During the theoretical research of the work, special attention is paid to the motivation of Russia in strengthening its sphere of influence in Belarus. It is also important to note in the context of this work that Russia's growing influence in Belarus should certainly not be defined as its conventional or unconventional military operation, but rather as Russia's strategy of forced co-operation and increased dependence.
