Sadarbība starp pašvaldībām un centrālās pārvaldes institūcijām starptautisko attiecību veidošanas kontekstā

Abstract

Maģistra darba tēma ir “Sadarbība starp pašvaldībām un centrālās pārvaldes institūcijām starptautisko attiecību veidošanas kontekstā”. Konkrētā pētījuma ietvaros centrālās pārvaldes institūcijas ir Ārlietu ministrija, kas ir valsts ārpolitikas veidotāja, Vides aizsardzības un reģionālās attīstības ministrija, kuras pārraudzībā ir pašvaldības, kā arī biedrība “Latvijas Pašvaldību savienība”, kas apvieno Latvijas Republikas novadu un valstspilsētu pašvaldības. Maģistra darba ietvaros izvirzītais mērķis ir izpētīt sadarbību starp pašvaldībām un centrālās pārvaldes institūcijām (Ārlietu ministriju, Vides aizsardzības un reģionālās attīstības ministriju un Latvijas Pašvaldību savienību) starptautisko attiecību veidošanas kontekstā, lai identificētu sadarbības veidošanās pamatprincipus. Izpildot darba mērķi, tiek pārbaudīta izvirzītā hipotēze: aktuālā sadarbība starp pašvaldībām un centrālās pārvaldes institūcijām (starptautisko attiecību veidošanas kontekstā) primāri ir balstīta vēsturiski veidojušos formālos sadarbības paradumos. Par darba teorētisko ietvaru tiek izvēlēts vēsturiskais institucionālisms, kas balstās uz varas attiecībām, un skaidro, kā institūciju šodienas lēmumi ietekmē citu aktoru pašreizējo un turpmāko uzvedību, kā arī daudzlīmeņu pārvaldības teorija, kuras viens no pamatprincipiem nosaka to, ka centrālās pārvaldes institūcijas nevar rīkoties tikai individuāli, jo tā nebūs iespējams efektīvi pārvaldīt procesus. Darba gaitā tiek analizēta Latvijas pašvaldību starptautiskās sadarbības prioritāšu atbilstība nacionālajai ārpolitikai un to mijiedarbība ar centrālās pārvaldes institūcijām starptautisko attiecību veidošanas kontekstā. Pētījums apkopo arī Latvijas pašvaldību starptautiskās sadarbības partnerus pēc 2021. gada 1. jūlija administratīvi teritoriālās reformas. Maģistra darbā tiek pielietotas gan kvalitatīvās pētījuma metodes, gan kvantitatīvā pētījuma metode.

The title of master’s thesis is “Cooperation between local municipalities and central government institutions in the context of international relations”. Within the framework of the research, the central government institutions are Ministry of Foreign Affairs, which is the state’s foreign policy maker, Ministry of Environmental Protection and Regional Development, which oversees local municipalities, and The Latvian Association of Local and Regional Governments, which unites and represents local municipalities. The aim of the master's thesis is to study co-operation between local municipalities and central government institutions (Ministry of Foreign Affairs, Ministry of Environmental Protection and Regional Development, The Latvian Association of Local and Regional Governments) in the context of international relations to identify basic principles of co-operation. In fulfilling the aim of the research, the following hypothesis is tested: the current co-operation between local municipalities and central government institutions (in the context of building international relations) is primarily based on historically established formal co-operation habits. Historical institutionalism has been chosen as the theoretical framework of the work, which is based on power relations and explains how today’s decisions of institutions affect the current and future behavior of other actors, as well as the theory of multilevel governance, which one of the basic principles is that central government cannot act individually, as it will not be possible to manage the processes effectively. The compliance of the priorities of the international co-operation of local municipalities of Latvia with the national foreign policy and their interaction with the central government institutions in the context of the development of international relations is analyzed during the research. The research also summarizes the international cooperation partners of the municipalities of Latvia after the July 1, 2021 Administrative Territorial Reform. Both Qualitative research methods and Quantitative research method are used in the master’s thesis.
