Vērtību loma Eiropas Savienības ceļā uz stratēģisko autonomiju drošības un aizsardzības jomā: civilo misiju un militāro operāciju piemērs

Abstract

Maģistra darba tēma ir “Vērtību loma Eiropas Savienības ceļā uz stratēģisko autonomiju drošības un aizsardzības jomā: civilo misiju un militāro operāciju piemērs.” Darbā tiek pētīti dažādi stratēģiskās autonomijas koncepta aspekti, mēģinot tam piemērot konkrētu definīciju, kā arī apsvērt nepieciešamību ieviest pārmaiņas ES drošības un aizsardzības politikas struktūrā. Pētījuma teorētiskajā daļā tiek piemērota konstruktīvisma starptautisko attiecību teorija, lai skaidrotu ES KDAP turpmākās attīstības perspektīvas. Savukārt pētījuma empīriskā daļa ir veltīta ES KDAP īstenoto krīzes vadības operāciju analīzei, sniedzot īsu ieskatu par tām misijām un operācijām, kas ir aktīvas pašlaik. Papildus uzmanība tiek pievērsta arī ES drošības un aizsardzības politikas aktuālajām stratēģijām, kas kalpo kā instrumenti nepieciešamo resursu piesaistei aizsardzības jomā. Tuvāk tiek aplūkotas divas vērienīgākās līdz šim notikušās krīzes vadības operācijas EUFOR Althea un EULEX Kosovo, veicot to efektivitātes analīzi, kas balstās uz četriem pamata kritērijiem. Darba mērķis ir analizēt vērtību lomu Eiropas Savienības ceļā uz stratēģisko autonomiju drošības un aizsardzības jomā, par piemēru aplūkojot civilās misijas un militārās operācijas. Pētījuma struktūra sastāv no ievada, teorētiskās daļas, kurā tiek mēģināts saistīt ES Kopējo drošības un aizsardzības politiku ar konstruktīvisma starptautisko attiecību teoriju, kā arī tiek sniegts vispārējs priekšstats par stratēģiskās autonomijas jēdziena nozīmi un aplūkotas ES KDAP aktuālās iniciatīvas. Pētījuma empīriskajā daļā vispirms tiek dots informatīvs ieskats par dažādiem ES KDAP militāro operāciju un civilo misiju aspektiem, sasniedzamajiem mērķiem un uzdevumiem, kā arī tiek analizētas to vērtības un efektivitāte. Pētījumā secināts, ka stratēģiskajai autonomijai nav vienotas, konkrētas definīcijas, taču to var mēģināt aplūkot no dažādām perspektīvām. ES KDAP krīzes vadības operācijas EUFOR Althea un EULEX Kosovo ir pietiekoši efektīvas, lai nodrošinātu mieru un stabilitāti ilgtermiņā un novērstu konfliktu turpināšanos, tomēr ES stratēģiskā autonomija ir iecere, ko pagaidām nav iespējams īstenot, jo dalībvalstu rīcībā esošie resursi ir ierobežoti.

The title of the master’s thesis is “The role of values in the path of the European Union towards strategic autonomy in the security and defense sphere: An example of civilian missions and military operations”. In the study various aspects of the strategic autonomy concept are examined, by defining it and also considering a necessity to carry out changes in the structure of EU’s Common Security and Defense Policy. In the theoretical part of the study an international relations theory of constructivism is applied, in order to explain future prospects of CSDP. In the empirical part of the study crisis management operations that are conducted by EU CSDP are analyzed, by providing a short insight into those events that take place currently. Attention is drawn also to current strategies of the EU’s Common Security and Defense Policy that serve as instruments for strengthening international cooperation in the defense sphere. Two of the most ambitious crisis management operations that have taken place so far, EUFOR Althea and EULEX Kosovo are observed in more detail, by providing analysis of their effectiveness that is based on four main criteria. Aim of the study is to analyze the role of values in path of the European Union towards strategic autonomy in the security and defense sphere by using civilian missions and military operations as examples. The structure of the thesis consists of an introduction, theoretical part, in which an attempt is made to link EU’s CSDP with the theory of constructivism, as well as a comprehensive explanation for the term of strategic autonomy is provided and relevant initiatives of the CSDP are outlined. In the analytical part of the study a brief insight into various aspects of EU CSDP military operations and civilian missions is given by analyzing their values and effectiveness. In the study it is concluded that no specific definition for strategic autonomy is provided but it can be examined from various perspectives. EU CSDP crisis management operations EUFOR Althea and EULEX Kosovo have been effective enough in order to ensure long-term peace and stability and also avert further escalation of conflicts. However EU strategic autonomy is still such a plan that is unlikely to be implemented because resources of the member states are too limited.
