Ilūkstes novada pašvaldību vēlēšanu 2017-2021 salīdzinošā analīze

Abstract

Maģistra darba tēma ir “Ilūkstes novada pašvaldību vēlēšanu 2017-2021 salīdzinošā analīze”. Maģistra darbā tiek aplūkots tas, kā norisinās priekšvēlēšanu kampaņas Latvijas Republikā. Maģistra darbā ir aplūkotas pēdējās divas Latvijas Republikas pašvaldību vēlēšanas, kuras norisinājās 2017. un 2021. gadā. Maģistra darbā šīs tiks veikts šo abu pašvaldību vēlēšanu salīdzinājums. Šī tēma par pašvaldību vēlēšanu kampaņām ir aktuāla jo 2021. gadā Latvijā notika administratīvi teritoriālā reforma, kuras rezultātā tika samazināts pašvaldību skaits no 119 uz 43. Administratīvi teritoriālās reformas rezultātā samazinājās deputātu skaits pašvaldībās, līdz ar ko samazinājās arī finanšu apjoms. Lai iekļūtu jauno pašvaldību domēs dalībniekiem ir jābūt aktīvākiem nekā iepriekš, jo ir pieaugusi konkurence.. Izvēlētā pētniecības metode ir salīdzinošā analīzes metode. Maģistra darba pirmajā nodaļā tiks aplūkoti vēlēšanu sistēmu veidi, politisko partiju veidi, priekšvēlēšanu kampaņu veidi. Maģistra darba otrajā nodaļā tiks aplūkota pašvaldību vēlēšanu norises likumdošana Latvijā. Maģistra darba trešajā nodaļā tiks aplūkotas 2017. un 2021. gada pašvaldību vēlēšanas Ilūkstes novadā. Maģistra darba ceturtajā nodaļā tiks veikts pētījums, kāds ir deputātu kandidātu šajās pašvaldību vēlēšanās viedoklis par pašvaldību vēlēšanām Ilūkstes novadā pirms un pēc administratīvi teritoriālās reformas. Maģistra darbā tāpat tiks aplūkotas priekšvēlēšanu kampaņu programmas , kā arī tiks veikta intervijas ar personu, kura kandidēja 2017. un 2021. gada pašvaldību vēlēšanās Ilūkstes novadā. Maģistra darbā tika izvirzīta hipotēze, administratīvi teritoriālā reforma bija faktors kuram bija jāpaaugstina vēlētāju aktivitāti 2021. gada Latvijas pašvaldību vēlēšanās.

The topic of the master's thesis is "Comparative analysis of Ilūkste municipality municipal elections 2017-2021". The master's thesis examines the conduct of pre-election campaigns in the Republic of Latvia. The last two municipal elections of the Republic of Latvia, which took place in 2017 and 2021, are considered in the master's thesis. In the master's thesis, a comparison of these two municipal elections will be made. This topic of local government election campaigns is topical because in 2021 an administrative-territorial reform took place in Latvia, as a result of which the number of local governments was reduced from 119 to 43. As a result of the administrative-territorial reform, the number of deputies in local governments decreased. In order to enter the new municipal councils, participants need to be more active than before, as competition has increased. The chosen research method is a comparative analysis method. The first chapter of the master's thesis will deal with the types of electoral systems, types of political parties, types of pre-election campaigns. The second chapter of the master's thesis will deal with the legislation on local elections in Latvia. The third chapter of the master's thesis will deal with the 2017 and 2021 municipal elections in Ilukste region. In the fourth chapter of the master's thesis, a research will be conducted on the opinion of the candidates for deputies in these local elections on the local elections in Ilukste region before and after the administrative-territorial reform. The informative handouts of the election campaign will also be discussed in the master's thesis, as well as interview will be conducted with person who ran in the 2017 and 2021 municipal elections in Ilukste region. A hypothesis was put forward in the master's thesis, administrative-territorial reform was a factor that should increase voter turnout in the 2021 Latvian municipal elections.
