Abstract

Darba nosaukums: Bērnu tiesību ievērošana klīniskajā praksē daudzprofilu pediatrijas profila nodaļā pandēmijas laikā. Aktualitāte: Kopš Bērnu tiesību Konvencijas pieņemšanas 1989. gadā tiek pievērsta arvien lielāka uzmanība pacientu pieredzei un bērnu tiesību ievērošana. Bērnu tiesību universālums attiecināms uz katru no organizācijām, tai skaitā slimnīcām. Ir būtiski, lai slimnīcas struktūras, ārstniecības procesi un sniegtie pakalpojumi būtu veidoti balstoties uz bērnu tiesību principiem, kā arī svarīgi, lai darbinieki būtu informēti par tiem un pielietotu tos praksē. Bērnu tiesību jautājumu eskalāciju radījusi Covid-19 pandēmija, kuras laikā bērnu tās tika būtiski ierobežotas. Maģistra darba mērķis ir izvērtēt bērnu tiesību ievērošanu klīniskajā praksē daudzprofilu pediatrijas profila nodaļā. Galvenie uzdevumi: 1. Veikt starptautiskās sadarbības un lokālās prakses ietvaros izstrādāto standartu un tiem atbilstošo bērnu tiesību ievērošanas novērtēšanas rīku teorētisko izpēti, papildināšanu un adaptāciju pētniecības darbam Covid-19 pandēmijas apstākļos. 2. Organizēt un veikt bērnu tiesību ievērošanas izvērtēšanu daudzprofilu pediatrijas profila nodaļā atbilstoši 7 PVO standartiem. 3. Izvērtēt, vai Covid-19 pandēmijas laikā ir notikušas izmaiņas Bērnu tiesību ievērošanā daudzprofilu pediatrijas profila nodaļā. 4. Veikt rīku aprobāciju, iegūt pierādījumus, kas apstiprinātu to turpmāko pielietošanu bērnu tiesību ievērošanas izvērtēšanas procesā. Hipotēze: Covid-19 pandēmija ietekmēja vismaz 3 no 7 PVO bērnu tiesību ievērošanas standartiem. Hipotēze apstiprinājās daļēji. Analizējot kvantitatīvos datus statistiski nozīmīga atšķirība netika konstatēta. Tomēr kvalitatīvo datu izpēte ļauj pamanīt tendences, kas norāda ka Covid-19 pandēmija tomēr ir ietekmējusi bērnu tiesību ievērošanu stacionārā, 3 no 7 PVO standartiem. Darbs sastāv no ievada, teorētiskās daļas ar 8 apakšnodaļām, praktiskās daļas, nobeiguma, secinājumiem, rekomendācijām un pielikumiem. Title: respect of children's rights in clinical practice in multi-specialty pediatric department during the pandemic. Relevance: Since the adoption of the United Nations Convention on the Right of the Child ever growing attention is directed towards the wellbeing of underaged patients and the observance of their rights. Children's Rights are universally applied to all organizations, including hospitals. Therefore it is essential that healthcare protocols, hospitals' departments and the services they provide are all organized in compliance with the principles outlined in the Convention. Moreover, instructing healthcare providers and medical staff in those principles and ensuring their observance in practice is just as important. Covid-19 pandemic may have significantly lessened the diligence with which Children's Rights are observed. The goal of the current master's thesis is to evaluate the observance of Children's Rights in clinical practice in multi-specialty pediatric department. Main objectives: 1. To theoretically examine, to extend, and to adapt for further research the standards for Children's Rights and the respective tools for their assessment, developed as part of international collaboration and local practices, under the conditions of Covid-19 pandemic 2. To organize and to carry out an evaluation of how well Children's Rights are observed in accord with 7 WHO standards in a multi-specialty pediatric department 3. To assess whether any changed have occurred in the observance of Children's Rights during the Covid-19 pandemic 4. To test the tools used in Children's Rights observance assessment and to gain evidence that would validate their further use Hypothesis: Covid-19 pandemic has impacted at least 3 out of 7 WHO standards for observing the UN Convention on the Right of the Child. The hypothesis has been partially confirmed. Analysis of quantitive data has not revealed a statistically significant difference between the pre- and post-pandemic records. However, the study of qualitative data allows to spot trends that signify that at least 3 out of 7 WHO standards have been impacted in hospitals. The work consists of introduction, theoretical part with 8 sub-parts, research part, conclusions, recommendations, discussion and an appendix. The total volume is 95 pages, 3 appendices, 72 figures, 4 tables, and 57 cited sources.
