Vertikālā un horizontālā starpinstitūciju sadarbība sociālā atbalsta pakalpojumu nodrošināšanā krīzes vadības apstākļos Covid-19 pandēmijas laikā

Abstract

Maģistra darba tēma ir “Vertikālā un horizontālā starpinstitūciju sadarbība sociālā atbalsta pakalpojumu nodrošināšanā krīzes vadības apstākļos Covid-19 pandēmijas laikā”. Pētījuma mērķis ir analizēt krīzes vadību un starpinstitūciju sadarbību un novērtēt sociālā atbalsta pakalpojumu nodrošinājumu Covid-19 pandēmijas laikā. Pētījuma jautājumi: 1. Vai starpinstitūciju sadarbība un informētība ir pietiekami efektīva un operatīva, atbildot uz iedzīvotāju vajadzībām krīzes apstākļos? 2. Kā tika nodrošināti sociālie pakalpojumi un sociālā palīdzība Covid-19 pandēmijas laikā? 3. Kāds bija sociālā atbalsta pakalpojumu nodrošinājums krīzes apstākļos? Pētījuma metodes: jauktā pētījuma dizains, izmantojot gan kvalitatīvās, gan kvantitatīvās pētījumu metodes, dokumentu analīze, normatīvā regulējuma interpretācija. Metodes, lai noskaidrotu pakalpojumu sniedzēju viedokli par starpinstitūciju sadarbību un pakalpojumu nodrošinājumu krīzes apstākļos, ir: kvalitatīvā pētījuma metode – padziļinātās intervijas un kvantitatīvā metode – tiešsaistes aptaujas. Pētījuma izlasi intervijās veido 52 sociālo pakalpojumu sniedzēji no dažādiem Latvijas reģioniem, tiešsaistes aptaujās – 72 sociālo pakalpojumu sniedzēji no Vidzemes novada. Maģistra darbs sastāv no divām daļām: teorētiskā pamatojuma un pētnieciskās daļas. Teorētiskā daļa ietver krīzes jēdziena un krīzes vadības raksturojumu, efektīvas krīzes vadības kritēriju analīzi, vadības vertikālās sadarbības un institūciju horizontālās sadarbības raksturojumu. Pētnieciskajā daļā ir atspoguļots sociālo pakalpojumu sniedzēju viedoklis par starpinstitūciju sadarbību un pakalpojumu nodrošinājumu Covid-19 pandēmijas apstākļos. The topic of the master’s thesis is "Vertical and horizontal inter-institutional cooperation in the provision of social support during the Covid-19 pandemics crisis management". Objective of the research is to analyze crisis management and inter-institution cooperation and assess the provision of social support services during the Covid-19 pandemic. The research questions: 1. Is inter-institutional cooperation and awareness effective and efficient enough, responding to the needs of citizens in the crisis? 2. How were social services and social assistance provided during the Covid-19 pandemic? 3. What was the provision of social support in the crisis? The research methods: mixed research design, using both qualitative and quantitative methods, document analysis, interpretation of regulatory framework. The methods to find out the point of view of service providers on inter-institutional cooperation and service provision in the crisis: qualitative research method – in-depth interviews and quantitative method – online surveys. The sample of the research in the interviews consists of 52 providers of social services from different regions of Latvia, in online surveys - 72 providers of social services from Vidzeme region. The master's thesis consists of two parts: the theoretical substantiation and the research part. The theoretical part includes the description of the concept of crisis and crisis management, the analysis of the criteria for effective crisis management, the description of vertical cooperation of management and horizontal cooperation of the institution. The research part reflects the point of views of social service providers on inter-institutional cooperation and service provision in the context of the Covid-19 pandemic.
