Sociālo pakalpojumu pieejamība Dundagas novada iedzīvotājiem novadu reformas apstākļos

Abstract

ANOTĀCIJA

Maģistra darba “Sociālo pakalpojumu pieejamība Dundagas novada iedzīvotājiem novadu reformas apstākļos” mērķis ir noskaidrot sociālo pakalpojumu pieejamību un izmaiņas šajā jomā Dundagas novada iedzīvotājiem novada reformas apstākļos. Pētījuma jautājums ir - kādi uzlabojumi vai ierobežojumi sociālo pakalpojumu jomā iespējami Dundagas novada iedzīvotājiem reģionālās reformas apstākļos? Pētījums veikts uz Dundagas novada un Talsu jaunveidojamā novada sociālā dienesta bāzes. Maģistra darba teorētiskajā daļā analizēta zinātniskā literatūra, statistika un normatīvie akti un raksturots Dundagas novads kā lauku kopiena un tās sociālā kapitāla un cilvēkkapitāla nozīme un loma. Teorētiskajā pētījuma daļā raksturota Dundagas novada sociālā dienesta sniegtā sociālā palīdzība un iedzīvotājiem pieejamie sociālie pakalpojumi, un raksturots jaunveidojamais Talsu novads. Maģistra darba pētnieciskajā daļā izmantota jauktā metožu pieeja, iekļaujot gan kvantitatīvo pētījuma metodi, gan kvalitatīvo pētījuma metodi, un atspoguļoti pētījumā iegūtie rezultāti. Balstoties uz pētījuma rezultātiem, darba nobeigumā izdarīti secinājumi un ieteikumi. Maģistra darba pētījuma rezultāti ļauj secināt, ka Administratīvās teritorijas reformas ietvaros jaunveidojamajā Talsu novadā Dundagas novada iedzīvotājiem būs lielāks sociālo pakalpojumu nodrošinājums. Bet, darba autorei izpētot Dundagas novadu, kā lauku kopienu, tiek izsecināts, ka sociālo pakalpojumu pieejamība iedzīvotājiem lauku teritorijās iespējama apgrūtināta. Maģistra darbs sastāv no 91 lpp., kurā iekļauti 21 attēli, 6 tabulas un 22 pielikumi. Kā arī darbā izmantoti 97 literatūras avoti. ABSTRACT

The aim of Master’s theses “Availability of social services for the residents of Dundaga region in the conditions of regional reform” is to clarify the availability and changes in this field for the residents of Dundaga region in the conditions of regional reform. The research question is – what improvements or limitations in the field of social services are possible for the residents of Dundaga region within the conditions of regional reform. The research was carried out on the basis of the social department of Dundaga municipality and Talsi new municipality. In the theoretical part of Master’s thesis the scientific reference sources, statistics and regulations have been analyzed, and Dundaga region as a rural community, the role and significance of its social and human capital have been described. In the theoretical research part the social assistance and social services provided by Dundaga regional social department has been described, and the new Talsi district has been characterised. In the research part of the Master’s thesis a mixed method approach has been used, including both the quantitative research method and the qualitative research method, and the results obtained in the research have been reflected. Based on the results of the research, conclusions and recommendations have been drawn at the end of the work. The results of the research allow concluding that within the framework of the reform of the administrative territory in the newly formed Talsi region, the residents of Dundaga region will have a greater provision of social services. Though, exploring Dundaga region as a rural community, the author concludes that the availability of social services for the population in rural areas may be difficult. The Master’s theses contain 91 pages and comprises 21 images, 6 tables and 22 annexes, as well as 97 reference sources.
