Bāriņtiesu un sociālo dienestu starpinstitucionālā sadarbība bērnu tiesību aizsardzībā - vecāku aizgādības tiesību atjaunošanas procesā

Abstract

Maģistra darba tēma ir „Bāriņtiesu un sociālo dienestu starpinstitucionālā sadarbība bērnu tiesību aizsardzībā – vecāku aizgādības tiesību atjaunošanas procesā ”. Maģistra darba autore Rīgas Stradiņa universitātes, Sabiedrības veselības un sociālās labklājības fakultātes Profesionālā maģistra studiju programmas ''Sociālais darbs'' studente Līga Ančeva st.apl.Nr. 19 – 022688. Darba zinātniskais vadītājs: Mg. sd. Daina Vanaga. Pētījuma mērķis ir teorētiski un praktiski izpētīt sociālā dienesta un bāriņtiesas profesionāļu viedokļus un vērtējumu par starpinstitūciju stratēģiju un realizējamajām kompetencēm, lai izstrādātu priekšlikumus un rekomendācijas. Maģistra darbs sastāv no piecām nodaļām, kur pirmajā nodaļā ir pētīta un analizēta teorētiskā literatūra par sociālo darbu ar ģimenēm vecāku aizgādības tiesību atjaunošanas procesā. Otrā maģistra darba nodaļa ir veltīta sadarbībai vecāku aizgādības tiesību atjaunošanas procesā, starpinstitucionālai / starpprofesionāļu sadarbībai. Trešā nodaļa satur sociālā darba teorijas vecāku aizgādības tiesību atjaunošanas procesā. Ceturtā pētījuma nodaļa satur sociālo darbinieku un bāriņtiesu darbinieku interviju rezultātus, kas ļauj izstrādāt priekšlikumus starpinstitucionālai sadarbībai. Piektā pētījuma nodaļa satur labās prakses piemērus – gadījuma analīzes, kas ļauj izstrādāt un analizēt labās prakses piemērus starpinstitūciju sadarbības procesā. Pētījuma rezultāti var tikt izmatoti starpinstitucionālās sadarbības bērnu tiesību aizsardzībā – vecāku atjaunošanas procesā uzlabošanai, lai veidotu daļēju kopskatu par situāciju starpinstitucionāla jomā, kā arī interesi un zināšanas par speciālistu profesionālajām kompetencēm un to darbību praksē. Tas var kalpot par zināmu atskaites punktu turpmākai starpinstitucionālajai sadarbībai un profesionālo kompetenču noteikšanai, realizējot reģionālo reformu pēc kuras tiks izveidots Valmieras novads, kā arī pēc bāriņtiesu reformas. Pētījums tika veikts Valmierā un Kocēnu, Beverīnas novados. Pielietotās pētījuma metodes: daļēji strukturētas intervijas, gadījumu analīzes. Maģistra darba saturs ir izklāstīts uz 69 lappusēm. Darbs satur 3 attēlus, 1 tabulu, 1 shēmu, 15 pielikumus, 21 literatūras avotu, 20 interneta resursu, 12 normatīvie aktus. Maģistra darba apjoms ir 108 lappuses. Tas sastāv no 2 anotācijām (latviešu un angļu valodā), ievada, piecām nodaļām un 15 apakšnodaļām.

The topic of the master's thesis is "Inter-institutional co-operation between orphans' courts and social services in the protection of children's rights - in the process of restoring parental custody". Author of the master's thesis Riga Stradinu University, Faculty of Public Health and Social Welfare Student of the Professional Master's study program "Social Work" Līga Ančeva, student certificate number: 19 – 022688. Scientific supervisor: Master’s degree in social work - Daina Vanaga. The aim of the research is to theoretically and practically study the opinions and assessment of social service and orphan's court professionals about the inter-institutional strategy and competencies to be implemented in order to develop proposals and recommendations. The master's thesis consists of five chapters, where the first chapter studies and analyzes the theoretical literature on social work with families in the process of restoring parental custody. The second chapter of the master's thesis is dedicated to cooperation in the process of restoration of parental custody, inter-institutional / inter-professional cooperation. The third chapter contains theories of social work in the process of restoring parental custody. The fourth chapter of the study contains the results of interviews with social workers and orphans' court staff, which allows to develop proposals for inter-institutional cooperation. The fifth chapter of the study contains examples of good practice - case studies, which allow to develop and analyze examples of good practice in the inter-institutional cooperation process. The results of the research can be used to improve inter-institutional cooperation in the protection of children's rights - in the process of parental renewal, to form a partial overview of the situation in the inter-institutional field, as well as interest and knowledge of specialists' professional competencies and their practice. It can serve as a certain reference point for further inter-institutional cooperation and determination of professional competencies, implementing the regional reform after which Valmiera region will be established, as well as after the reform of orphans' courts. The study was conducted in Valmiera and Kocēni, Beverīna counties. Applied research methods: semi-structured interviews, case studies. The content of the master's thesis is presented on 69 pages. The work contains 3 figures, 1 table, 1 scheme, 15 appendices, 21 literature sources, 20 Internet resources, 12 normative acts. The volume of the master's thesis is 108 pages. It consists of 2 annotations (in Latvian and English), an introduction, five chapters and 15 subsections.
