Baltijas valstu trīspusējās militārās sadarbības veicinošie un kavējošie faktori

Abstract

Maģistra darba tēma ir “Vēsturisko faktoru loma Baltijas valstu trīspusējās militārās sadarbības attīstībā mūsdienās Maģistra darba mērķis noskaidrot vēsturisko faktoru lomu Baltijas valstu trīspusējās militārās sadarbības attīstībā mūsdienās. Izpildot darba mērķi tiek pārbaudīta hipotēze: Baltijas valstu trīspusējas militārās sadarbības attīstību mūsdienās nosaka sadarbības pirmsākumos izveidotie tā sauktie BALT projekti. Šeit un turpmāk tekstā BALT projekti ir BALTBAT, BALTNET, BALTRON, BALTDEFCOL. Par darba teorētisko ietvaru ir izvelēts vēsturiskais institucionālisms, kas vērsts uz procesu attīstības izpēti un pievēršot uzmanību procesa attīstības sākumposmam, ļauj izsekot un izvērtēt cēloņsakarības, kas nosāka esošus rezultātus. Darba gaitā tiek analizēta trīspusējās militārās sadarbības attīstība starp Baltijas valstīm laika posmā no 1991. līdz 2021. gadam. Savukārt, lai apskatītu tik plašu laika ietvaru, Baltijas valstu trīspusējās militāras sadarbībās attīstības process, balstoties uz teorētisko pieeju, sadalīts četros periodos. Šos periodus nosaka ārējie faktori, kas ietekmē trīspusējās militārās sadarbības attīstību starp šīm valstīm. Darba gaitā, veicot empīrisko izpēti, izvirzīta hipotēze tiek apstiprināta. BALT projektu ieguldījums Baltijas valstu trīspusējas militāras sadarbības attīstībā ir ievērojams. Pat tad, kad trīspusējās militārās sadarbības intensitāte starp Baltijas valstīm bija viszemākā, šī sadarbība turpinājās BALT projektu ietvaros.

The title of master’s thesis is “Historical factors role in nowadays trilateral military co-operation between the Baltic States” The aim of the master's thesis is to find out the role of historical factors in the development of nowadays trilateral military co-operation between the Baltic States. In fulfilling the aim of the work, the hypothesis is to test: the development of trilateral military co-operation between the Baltic States today is determined by the so - called BALT projects established at the beginning of the co-operation. Here and hereafter, BALT projects are BALTBAT, BALTNET, BALTRON, BALTDEFCOL. Historical institutionalism has been chosen as the theoretical framework of the work, which focuses on the study of process development and, paying attention to the initial stage of process, allows to trace and evaluate the causal relationships that determined the existing results. In the course of the work, the development of trilateral military co-operation between the Baltic States in the period from 1991 to 2021 is analyzed. In order to look at such a broad time frame, the development process in the Baltic trilateral military co-operation, based on the theoretical approach, is divided into four periods. These periods are determined by external factors that affect the development of trilateral military cooperation between these countries. In the course of the work, the hypothesis is confirmed by empirical research. The contribution of BALT projects to the development of trilateral military co-operation between the Baltic States is significant. Even when the intensity of trilateral military co-operation between the Baltic States was the lowest, this co-operation continued within the framework of BALT projects.
