E-pārvaldes īstenošana reģionā - salīdzinājums Siguldas un Helsingborgas pašvaldībās

Abstract

Maģistra darba tēma ir “E-pārvaldes īstenošana reģionā - salīdzinājums Siguldas un Helsingborgas pašvaldībās”. Maģistra darba tēmas aktualitāte ir saistīta ar pašvaldības pakalpojumu elektronizāciju, to pieejamību attālināti. Laba pārvaldība tiek uzskatīta par galveno izaugsmes un attīstības faktoru. Efektīva valsts pārvalde sekmē valsts institūciju un pašvaldību iestāžu sadarbību ar iedzīvotājiem. Maģistra darba ietvaros darba autore izvēlējās jauktās pētījuma metodes. Tika īstenota viena strukturētā, attālinātā intervija ar Siguldas novada pašvaldības pārstāvjiem; Siguldas pašvaldības stratēģisko dokumentu analīze; statistisko datu analīze par Siguldas un Helsingborgas pašvaldības e-pakalpojumiem un to saturu; salīdzinošā analīze starp Siguldas un Helsingborgas pašvaldību pieeju e-pārvaldes ieviešanas procesiem. Darbu veido pētījuma teorētiskais ietvars, kas iekļauj pirmo nodaļu par e-pārvaldes ieviešanu un attīstību, par e-pakalpojumu izveidi un attīstību pašvaldībās; otro nodaļu par e-pārvaldes pieejamību Latvijas pašvaldībās, Siguldas novada un Helsingborgas pašvaldības izveidotajiem e-pakalpojumiem. Darba trešajā nodaļā iekļauta attālinātā intervija ar Siguldas novada pašvaldības pārstāvjiem, pieejamo attālināto pakalpojumu salīdzinājums starp Siguldas un Helsingborgas pašvaldībām. Darbā iekļauti secinājumi, izmantoto avotu un literatūras saraksts un pielikumi. Darba nozīmīgākie secinājumi: 1) pašvaldības attīsta un pilnveido e-pakalpojumus atbilstoši darbinieku un iedzīvotāju iniciatīvām; 2) pašvaldību portālos pieejami dažādi e-pakalpojumi gan pēc satura, gan to izpildes iespējām; 3) Latvijā trūkst kvalitatīvu datu, to apkopojuma par pašvaldību e-pakalpojumiem; 4) Vides aizsardzības un reģionālās attīstības ministrijas attieksme pret pašvaldību e-pakalpojumu portālu sekmēšanu ir tikai konsultatīva.

The topic of the master's thesis is “Implementation of e-government in the region - comparison between the municipalities of Sigulda and Helsingborg”. The topicality of the master's thesis topic is related to the electronification of municipal services, their availability remotely. Good governance is seen as a key factor for growth and development. Effective public administration promotes cooperation between state institutions and local government institutions and the population. Within the framework of the master's thesis, the author of the dissertation chose mixed research methods. One interview was conducted with the representatives of Sigulda municipality; analysis of statistical data on e-services of Sigulda and Helsingborg municipalities and their content; comparative analysis between Sigulda and Helsingborg municipalities' approach to e-government implementation processes. The work consists of the theoretical framework of the research, which includes the first chapter on the implementation and development of e-government, on the creation and development of e-services in local governments; the second chapter on the availability of e-government in Latvian local governments, e-services developed by Sigulda region and Helsingborg local government. The third chapter of the dissertation includes an interview with the representatives of Sigulda municipality, comparison of available remote services between Sigulda and Helsingborg municipalities. The work includes conclusions, list of used sources and literature and appendices. The most significant conclusions of the work: 1) local governments develop and improve e-services in accordance with the initiatives of employees and residents; 2) various e-services are available on municipal portals both in terms of content and possibilities of their implementation; 3) There is a lack of qualitative data in Latvia, their compilation on municipal e-services; 4) The attitude of the Ministry of Environmental Protection and Regional Development towards the promotion of municipal e-service portals is only consultative.
