Eiropas Sociālā Fonda finansējuma ietekme uz izglītības nozares attīstību Baltijas valstīs (2014-2020)

Abstract

Maģistra darba nosaukums ir “Eiropas Sociālā Fonda finansējuma ietekme uz izglītības nozares attīstību Baltijas valstīs (2014-2020)”. Darbā tiek analizēta Eiropas Sociālā fonda finansējuma ietekme uz izglītības jomu, Baltijas valstu kontekstā. Darba aktualitāte ir saistīta ar izglītības jomas primāro lomu priekš valsts kopējas attīstības ilgtermiņā. Izglītības kvalitāte un pieejamība nodrošina zinātnes attīstību, kā arī ir mērījums demokrātijas līmenim valstī. Maģistra darbs sniegs iespēju izvērtēt izglītības jomas attīstību Baltijas valstīs, definēt sistēmā pastāvošos izaicinājumus, izprast Eiropas Savienības novērtējumu attiecībā uz izglītības jomas attīstību Baltijas valstu kontekstā, veikt salīdzinošo analīzi attiecībā uz ESF finansiālo līdzekļu apjomu un ietekmi, nonākot pie secinājumiem, kāda ir kopējā ESF finansējuma ietekme uz Baltijas valstu izglītības sistēmām, kā arī kā laba pārvaldība ietekme fondu izmantošanas iespējas. Maģistra darba mērķis ir novērtēt Eiropas Sociālā Fonda finansējuma ietekmi uz izglītības nozares attīstību Baltijas valstīs. Darba hipotēze ir - Eiropas Sociālā fonda finansējuma ietekme uz izglītības nozares attīstību Baltijas valstīs atšķiras, to dažādās nozares pārvaldības prakses dēļ. Lai novērtēt Eiropas Sociālā fonda finansējuma ietekmi uz izglītības nozari Baltijas valstīs, pētījumā tiek izmantotas kvalitatīvās pētniecības metodes – dokumentu analīze, anketēšana un daļēji strukturēta intervija. Darbā pirmā nodaļā tiks sniegta valsts pārvaldes teorija – klasiskas valsts pārvaldes teorijas un mūsdienu Eiropas Savienības interpretējums attiecībā uz labiem pārvaldības principiem. Darba otrajā nodaļā tiks aprakstīti darba kontekstuālie aspekti, kas būtu Eiropas Savienības pamatnostādnes un Eiropas Sociālā fonda būtība un mērķi. Darba trešajā nodaļā tiks veikta Baltijas valstu salīdzinoša analīze attiecībā uz Eiropas Sociālā fonda finansējuma izlietojumu (periodā no 2014. līdz 2020. gadam) un sadalījuma principiem izglītības jomas kontekstā. Darba sākotnēji izvirzīta hipotēze, ka Eiropas Sociālā fonda finansējuma ietekme uz izglītības nozares attīstību Baltijas valstīs atšķiras, to dažādās nozares pārvaldības prakses dēļ darba rezultātā ir apstiprinājusies. Kopumā Eiropas Sociālā fonda finansējuma ietekme kā attīstības palīgmehānisma ir pozitīvā, bet atšķirības izglītības nozares pārvaldībā tiešā veidā ietekmē to, cik efektīvi un līdzsvaroti Eiropas Sociālā fonda līdzekļi var tikt piesaistīti izglītības jomā. Finansējuma apjoms tādejādi nav izšķirošs faktors, ja valstī trūkst labas pārvaldības principu ievērošanas ar procesā iesaistītam institūcijām.

The title of the master’s thesis ir “Impact of the European Social Fund funding on the development of the education sector in the Baltic States (2014-2020)”. The thesis is written about the impact of the European Social Fund funding on the education sector in the context of the Baltic States. The topicality of the work is related to the primary role of the field of education for the long-term common development of the country. The quality and availability of the education ensures the development of science, as well as the democracy level in the country. The master’s thesis will provide an opportunity to evaluate the development of education sector in the Baltic States, to define the key challenges in the system, understand the European Union’s assessment of the education sector in the Baltic States context, to make a comparative analysis of the ESF funding impact on the education systems of the Baltic States, as well to evaluate the impact of good governance on the use of funds. The aim of the master’s thesis is to assess the impact of European Social Fund funding on the development of the education sector in the Baltic States. The hypotesis of the work is that the impact of the European Social Fund funding on the development of the education sector in the Baltic States differs due to their different sector management practices. In order to assess the impact of European Social Fund funding on the education sector in the Baltic States, the study uses qualitative research methods – document analysis, survey un a semi-structured interview. The first chapter will provide the theory of public administration – a classical theory of public administration and the interpretation of the modern European Union in relation to good governance principles. The second chapter will describe the contextual aspects of the work, which would be the quidelines of the European Union and the goals of the European Social Fund. In the third chapter, a comparative analysis of the Baltic States in relation to use of the European Social Fund (in the period from 2014 to 2020) and the principles of distribution in the context of education will be performed. The master’s thesis hypotesis that the impact of the European Social Fund funding on the development of the education sector in the Baltic States differs due to their different sector management practices has been confirmed. Overall, the impact of the European Social Fund funding as a development assistance mechanism is positive, but differences in the governance of the education sector have a direct impact on how effectively and balanced European Social Fund resources can be used in the field of education. The amount of funding is not a decisive factor if the country lacks compliance with the principles of good governance.
