ES attīstības sadarbības centieni migrācijas krīzes novēršanā: Nigērijas piemērs

Abstract

Maģistra darba “ES attīstības sadarbības centieni migrācijas krīzes novēršanā: Nigērijas piemērs” mērķis ir izpētīt, kādēļ ES attīstības sadarbības politika ir palīdzējusi mazināt migrantu plūsmas no Nigērijas uz ES. Darba aktualitāti nosaka Nigērijas iedzīvotāju skaita straujā palielināšanās un ekonomiskās situācijas pasliktināšanās, kas saistīta ar strauju bezdarba pieaugumu, kā arī ar pieaugošajiem drošības izaicinājumiem Nigērijā. Turklāt kopš 2015.gada migrantu krīzes migrācijas jautājums saglabājas kā jūtīgs jautājums ES dalībvalstu vidū, kas apdraud vienotības un solidaritātes principus, tāpēc ieguldījums Nigērijas ilgtspējīgā attīstībā, tiek skatīts kā ieguldījums migrācijas pamatcēloņu risināšanā, jo visvairāk patvērumu meklētāji ES dalībvalstīs no Āfrikas kontinenta lejpus Sahāras ir tieši no Nigērijas. Darbā izvirzīta hipotēze, ka daudzveidība ES attīstības sadarbības rīcībpolitikā samazina migrantu plūsmu no Nigērijas uz ES. Maģistra darbs sastāv no trīs nodaļām. Darba pirmajā nodaļā izvērtēts teorētiskais ietvars, izmantojot savstarpējās atkarības teoriju, balstoties uz Roberta Keoheina (Robert Keohane) un Džozefa Naija (Joseph Nye) skatījumu. Šī teorija tiek uzskatīta par atbilstošāko, jo iesaistītajiem aktoriem savstarpējās attiecībās ir jāspēj pielāgoties pārmaiņām ārējo faktoru ietekmē, tiecoties pēc absolūtiem ieguvumiem. Sadarbībā tiek izmantoti plaši sadarbības kanāli, risinot dažādus problēmjautājumus, kuru vidū nepastāv hierarhijas. Darba otrajā nodaļā apkopota informācija par ES un Nigērijas savstarpējām attiecībām, aktuālo ES un Nigērijas attiecībās attīstības sadarbības un migrācijas jautājumos kopš 2015.gada. Darba trešajā nodaļā analizēti ES pasākumi migrācijas ierobežošanai no Nigērijas, kas vērsti, lai palīdzētu iedzīvotājiem cīņā ar politiskajiem un drošības izaicinājumiem, sociālekonomiskajiem un sociālkulturālajiem izaicinājumiem. Kopš 2015.gada ES un Nigērijas savstarpējās attiecībās attīstības sadarbības un migrācijas jautājumi saglabājas prioritāšu augšgalā. Darbā secināts, ka ar plašu iesaistīto aktoru skaitu, risinot dažādus iedzīvotāju izaicinājumus, ES attīstības sadarbības pasākumu kopums sniedz palīdzību iedzīvotājiem un potenciālajiem migrantiem gan tiešā veidā, gan stiprinot arī Nigērijas valsts institūciju darbību un to kapaciāti, lai palīdzētu pārvaldīt procesus valstī, kas var ietekmēt ne vien valsts ilgtspējīgu attīstību, bet arī pārvaldīt migrācijas izaicinājumus. Izpētot ES daudzveidīgo pieeju dažādos līmeņos un veidos migrācijas pamatcēloņu risināšanā, var secināt, ka ES attīstības sadarbības rīcībpolitika palīdz mazināt migrantu plūsmas uz ES, tādējādi hipotēze ir apstiprināta.

The aim of the master's thesis “EU development cooperation efforts to tackle the migration crisis: Nigeria example” is to study why EU development cooperation policy has helped to reduce migrant flows from Nigeria to the EU. With the rapid rise of the population of Nigeria and the deteriorating economic situation, which is linked to a sharp rise in unemployment, and the growing security challenges in Nigeria, there is a risk for a new potential migration crisis. Moreover, since the 2015 migrant crisis, the migration issue has remained a highly sensitive issue among the EU Member States, threatening the unity and the principles of solidarity, therefore the contribution to the sustainable development of Nigeria is seen as a contribution to tackle the root causes of migration, as the most asylum seekers in the EU from the Sub-Saharan Africa are from Nigeria. The hypothesis of the thesis is that diversity in the EU development cooperation policy is reducing migrant flows from Nigeria to the EU. The master's thesis consists of three chapters. The first chapter of the thesis evaluates the theoretical frame using the complex interdependence theory, based on the views of Robert Keohane and Joseph Nye. This theory helps to explain the interdependence between actors and their abilities to benefit from mutual relations, while working on common interests and issues. Cooperation involves a wide number of actors, while addressing a variety of challenges that do not rank in importance. The second chapter of the thesis summarizes the information on the EU-Nigeria relations, the current situation in the EU-Nigeria relations on development cooperation and migration since 2015. The third chapter of the thesis examines and analyses EU measures to limit migration from Nigeria, aimed at helping citizens in the fight against political and security challenges, socio-economic and socio-cultural challenges. Since 2015, development cooperation and migration issues have remained at the top of the priorities in the EU - Nigeria relations. The thesis concludes that, with a large number of actors involved in addressing the various population challenges, EU development cooperation policy provides the assistance to the citizens of Nigeria and potential migrants, by providing assistance directly and also by strengthening the functioning and capacity of the Nigerian public authorities, that can boost Nigeria`s sustainable development and oversee migration issues. By exploring the EU involvement in tackling the root causes of migration in Nigeria, the research finds that the diversity at different levels and approaches of EU development cooperation policy helps to reduce migrant flows, therefore the hypothesis has been confirmed.
