Latvijas nacionālo minoritāšu integrācijas diskurss interneta ziņu portālos “Delfi” un “Tvnet”

Abstract

Kopš 2004. gada mazākumtautību izglītības reformas pagājuši jau vairāk nekā piecpadsmit gadi, tomēr politiskajā dienas kārtībā atkal nonāca jautājums par latviešu valodas īpatsvara palielināšanu dažādos izglītības līmeņos. 2017. gada oktobrī kļuva zināms par Izglītības un zinātnes ministrijas virzītajiem Izglītības likuma un Vispārējās izglītības likuma grozījumiem, kas paredz pakāpenisku pāreju uz mācībām latviešu valodā. Mācību valoda izglītības iestādēs ir valstiski nozīmīgs jautājums, bet tajā pašā laikā tas ir sabiedrību provocējošs un polarizējošs jautājums, kas veicina etnisko attiecību saspīlējumu. Svarīga ir arī plašsaziņas līdzekļu loma sabiedrības integrācijā, tie ietekmē sabiedriskās domas veidošanu un šī ietekme var būt gan problēma, gan risinājums. Tādēļ par maģistra darba “Latvijas nacionālo minoritāšu integrācijas diskurss interneta ziņu portālos “Deli” un “Tvnet” ”mērķi tika izvirzīts noskaidrot interneta ziņu portālu “Delfi” un “Tvnet” latviešu un krievu valodas versijas publikāciju un lietotāju komentāru diskursus Latvijas nacionālo minoritāšu integrācijas kontekstā. Lai sasniegtu maģistra darba izvirzīto mērķi, kā arī atbildētu uz pētnieciskajiem jautājumiem, tika izmantota kritiskā diskursa analīze kā kvalitatīvā pētniecības metode. Ar kritiskās diskursa analīzes palīdzību tika analizētas Latvijas populārāko interneta ziņu portālu “Delfi” un “Tvnet” latviešu un krievu valodas versiju ziņas par Latvijas nacionālo minoritāšu integrācijas diskursu, kā arī šo interneta ziņu portālu lietotāju komentāri. Otra pētniecības metode, kvantitatīvā pētījuma metode – kvantitatīvā kontentanalīze, sniedza ieskatu analizējamo publikāciju kvantitatīvajā raksturojumā. Maģistra darba aktualitāte un novitāte skaidrojuma ar faktu, ka iepriekš vēl nav tikusi veikta konkrēto interneta ziņu portālu diskursa analīze saistībā ar līdz šim vērienīgāko, ilgi diskutēto un pretrunīgi vērtēto 2018. gada mazākumtautību izglītības reformu. Maģistra darba mērķis tika sasniegts, ko apliecina izvirzīto uzdevumu izpilde un iegūtie secinājumi. Par nozīmīgiem uzskatāmi interneta ziņu portālos “Delfi” un “Tvnet” latviešu un krievu valodas atlasītajās publikācijās identificētie septiņi atšķirīgie Latvijas nacionālo minoritāšu integrācijas diskursa temati, kas atspoguļo sabiedrībā pastāvošās “varas attiecības”. Iegūtie secinājumi ļāva atbildēt uz izpētes jautājumiem un konstatēt, ka analizētie interneta ziņu portāli veicina abu lielāko etnolinvgistisko grupu pretnostatīšanu un šķelšanu Latvijas nacionālo minoritāšu integrācijas kontekstā.

More than fifteen years have passed since the last minority education reforms in 2004, but the issue of increasing the proportion of the Latvian language at various levels of education has once again been on the political agenda. In October 2017, it became known about the amendments to the Law on Education and the Law on General Education by the Ministry of Education and Science, which provide for a gradual transition to teaching in Latvian. Teaching language in educational institutions is a matter of national importance, but at the same time it is a public-provoking and polarizing issue that promotes ethnic relations tensions in Latvia. The role of the media in the integration of society is also important, they influence the formation of public opinion, and this influence can be both a problem and a solution. Therefore, the aim of the master's thesis “Discourse of the integration of Latvian National Minorities Integration in the Internet news portals “Delfi” and “Tvnet” ”was to find out the discourses of Latvian and Russian language versions of Internet news portals “Delfi” and “Tvnet” in the context of Latvian national minorities integration. In order to achieve the goal of the master's thesis, as well as to answer research questions, critical discourse analysis was used as a qualitative research method. With the help of critical discourse analysis, Latvian and Russian versions of Latvia's most popular Internet news portals “Delfi” and “Tvnet” regarding the discourse of the integration of Latvian national minorities, as well as the comments of the users of these Internet news portals were analyzed. The second research method, the quantitative research method - quantitative content analysis, provided an insight into the quantitative characteristics of the analyzed publications. The topicality and novelty of the master's thesis is explained by the fact that the discourse analysis of specific Internet news portals in connection with the most ambitious, long discussed, and controversial 2018 minority education reform has not been performed before. The goal of the master's thesis was achieved, which is confirmed by the fulfillment of the set tasks and the obtained conclusions. Seven different topics of the integration discourse of Latvia's national minorities were identified in the Latvian and Russian language publications on the Internet news portals “Delfi” and “Tvnet”, which reflect the existing “power relations” in society. The obtained conclusions allowed to answer the research questions and to state that the analyzed Internet news portals promote the confrontation and division of the two largest ethnolinguistic groups in the context of the integration of Latvia's national minorities.
